National conference on training in inspection and supervision work in 2025

On July 14, in Hanoi, the Central Inspection Commission coordinated with the Ho Chi Minh National Academy of Politics to organize a national conference to train inspection and supervision work in 2025. Comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission delivered the opening speech at the Conference.

Speaking at the opening of the Conference, Comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Committee, stated that personnel work is always considered key, deciding the success or failure in performing the Party's inspection, supervision and discipline enforcement tasks; in which training and fostering is a key task, contributing to building a team of inspection cadres who are truly brave, honest, professional, with qualifications and capacity equal to the tasks in the new situation.

In the first 6 months of 2025, the entire Inspection sector has achieved many important and comprehensive results, from the Central to local levels, especially advising on the establishment of working groups to grasp the situation, urge and inspect major topics of the Politburo and Secretariat.

The Central Inspection Commission has proactively and presided over advising and submitting to the Central Executive Committee, the Politburo, and the Secretariat to issue 11 regulations, statutes, and guidelines, of which Regulation No. 296-QD/TW is of a core, fundamental, and consistent nature for the Party's inspection, supervision, and discipline work. The Regulation has many new points such as implementing the policy that the head of the inspection committee at the provincial and communal levels must not be a local person, meeting the requirements of the task in the spirit of the direction of General Secretary To Lam, shifting the focus to preventing and warning of violations; shifting from being passive to proactive in grasping the situation, not allowing "gaps" or "dark areas" in the Party's inspection and supervision work.

Comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Committee, delivered the topic "Basic contents of Regulation No. 296-QD/TW, dated May 30, 2025 and Instruction No. 08-HD/TW, dated June 10, 2025".

The two-level local government apparatus has officially come into operation since July 1, 2025. The Party's regulations, including regulations on inspection and supervision work and the State's legal regulations, have been issued promptly, ensuring the institution for operating the two-level government apparatus, especially regulations on decentralization, delegation of power, and determination of authority. The Party Inspection sector's organization and apparatus have been arranged and organized according to administrative units, in accordance with the two-level local government model. Therefore, organizing training and coaching in the whole sector to ensure that the Party Inspection sector's cadres grasp the new regulations and requirements of the tasks set out in the new situation for the Party's inspection, supervision, and discipline work is extremely necessary.

At the Conference, delegates focused on studying 4 topics: Basic points in Regulation No. 296-QD/TW dated May 30, 2025 of the Central Executive Committee on inspection, supervision and discipline work of the Party and Instruction No. 08-HD/TW dated June 10, 2025 of the Secretariat implementing a number of contents of Regulation No. 296-QD/TW; the implementation of supervision tasks of inspection committees at all levels in conjunction with the implementation of the General Secretary's direction on inspection and supervision work; some typical violations, mainly often detected through inspection and supervision work; digital transformation of the Party's Inspection sector.

Comrade Hoang Trong Hung, Deputy Head of the Central Inspection Committee, delivered a presentation on the topic "Implementing the supervision task of inspection committees at all levels in conjunction with implementing the General Secretary's direction on inspection and supervision work".

In his closing speech at the Conference, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee requested that, based on the training content at the Conference, the entire Industry needs to continue to study and grasp fully, comprehensively and promptly the new content mentioned in the resolutions, conclusions and directives of the Central Committee, the Politburo, the Secretariat and legal documents of the State. Transform the state from passive to proactive in inspection and supervision work as directed by Comrade General Secretary To Lam. Focus on building a team of inspection officers with courage, integrity, professionalism, expertise, understanding of the law, effective use of digital technology, with qualifications and capacity equal to the tasks in the new situation.

With the very important role of inspection and supervision in Party building and the very high requirements in the coming time, especially at a time when the entire political system is actively and resolutely, seriously, synchronously and promptly implementing the directions and conclusions of the Politburo and the Secretariat, continuing to build the organization and operation of the two-level administrative units to ensure smoothness, stability, continuity and efficiency with the highest goal of best serving the people and businesses, with the spirit of: "Decisive, urgent; Synchronous, comprehensive, excellent; Substantial, effective; Clear responsibility", Comrade Nguyen Duy Ngoc requested to strengthen the inspection and supervision work, ensuring that the resolutions and conclusions of Party committees and Party organizations at all levels, especially the important resolutions recently issued by the Central Committee, are seriously and effectively implemented. Strengthen regular supervision of the operation of two-level local governments. Carry out well the inspection and supervision work to serve the organization of party congresses at all levels towards the 14th National Congress of the Party, ensuring the progress of the organization of the congresses in accordance with the procedures and regulations; improve the effectiveness of the inter-level relationship. Inspection committees at all levels advise party committees to summarize and evaluate the inspection and supervision work in 2025 and the 2020-2025 term. Promote the application of technology, comprehensive and consistent digital transformation throughout the entire industry, from the central to local levels, specifically Decision No. 204-QD/TW with the focus on data being "correct, sufficient, clean, and alive", ensuring the required digitization targets from now until the end of 2025 and information security.

The Chairman of the Central Inspection Committee expressed his gratitude for the support of the Board of Directors of the Ho Chi Minh National Academy of Politics in training, fostering, and updating theoretical and practical issues arising in the inspection, supervision, and discipline work of the Party. At the same time, he requested the Organizing Committee of the training course to continue to coordinate with the Academy to complete the curriculum for the Inspection sector and develop the Center for Research, Training, and Fostering the Inspection, Supervision, and Discipline Work of the Party.
