Press Conference of the Government Party Congress: Transport infrastructure goes first to pave the way

Discussing the outstanding results in developing transport infrastructure in the past 5 years, lessons to be implemented for especially large projects in the next term, at the Press Conference on the preparation and organization of the 1st Government Party Congress, term 2025 - 2030, taking place on the morning of October 9, Deputy Minister of Construction Le Anh Tuan said that the task of developing infrastructure, especially transport infrastructure, has always been identified as one of the important tasks, leading the way, the "blood vessels" of the economy. Wherever infrastructure goes, the economy develops and expands the country's development space. The 13th Congress pointed out 3 breakthroughs, including a breakthrough in transport infrastructure.

In the period of 2020 - 2025, the infrastructure system has made remarkable developments such as: exceeding the target of 3,000 km of expressway, starting and completing phase 1 of Long Thanh International Airport; forming 2 international gateway ports, receiving the largest container ships in the world (Lach Huyen and Cai Mep ports); putting into operation the urban railway lines Cat Linh - Ha Dong, Ben Thanh - Suoi Tien, the elevated section of Nhon - Hanoi station line; approving the investment policy for important national railway projects...

Presenting lessons for the next term, Deputy Minister Le Anh Tuan said that firstly, it is necessary to closely follow the Party's guidelines and policies, the State's policies and laws; in the process of leadership and management, there must be high determination, great efforts, drastic actions, and assignment of tasks to ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority", and at the same time, arrange reasonable resources for implementation.

Second, it is necessary to pay attention to and focus on perfecting the legal system; specifically, institutionalizing the Party's guidelines and policies into legal regulations to create a favorable mechanism for investing in a synchronous and modern infrastructure system; promoting decentralization and delegation of power; mobilizing, allocating and effectively using resources to create momentum for rapid and sustainable economic development; promoting research, transfer and application of scientific and technological advances.

Third, the formation of a synchronous and modern transport infrastructure system will contribute to reducing transportation and logistics costs. In 2018, logistics costs accounted for 21% of GDP, now reduced to 15%-16%. In the coming time, with a synchronous transport infrastructure system, these costs will continue to decrease.

Fourth, forming a number of economic groups that are strong enough, have enough resources, modern management capacity, access, transfer and master advanced technology in investing and constructing large infrastructure projects.

Fifth, it is necessary to study mechanisms and policies to create conditions for enterprises to promote the development of science and technology, innovation and digital transformation; create conditions for the formation of transport industry enterprises capable of producing means of transport, encourage the expansion of joint ventures and partnerships at home and abroad to mobilize capital, transfer technology, exchange experiences in management, operation and implement the localization roadmap. Develop supporting industry enterprises to meet development needs such as manufacturing materials, spare parts, locomotives, carriages, etc.

Sharing that the Ministry of Construction continues to innovate the work of law construction and enforcement to meet the needs of the new period, Deputy Minister Le Anh Tuan informed that the Ministry also continues to pay attention to transport infrastructure, perfecting national sectoral planning and specialized technical planning; prioritizing the allocation of resources for key infrastructure, focusing on projects with spillover effects such as expressways, transit airports, high-speed railways, smart urban infrastructure and urban underground space development; flexibly combining public investment, loans and resources from land exploitation.

The Ministry prioritizes resources for green construction projects, low-emission transportation, recycled materials, and efficient energy use; takes advantage of opportunities from international initiatives and free trade agreements to attract investment in high technology and green technology to serve infrastructure development and urbanization according to the green economic model and sustainable development.

The Ministry of Construction will propose mechanisms and policies to attract social investment resources, remove bottlenecks to improve the efficiency of public resource use and mobilize private capital in the spirit of Resolution No. 68-NQ/TW of the Politburo; make breakthroughs in science and technology development, innovation, and national digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo; develop highly qualified human resources, focusing on human resources in the fields of high-speed railways and urban railways; human resources applying digital technology, green technology, etc.

Along with that, the Ministry promotes international integration in the new situation in the spirit of Resolution No. 59-NQ/TW of the Politburo; researches and proposes participation in regional transport infrastructure projects, contributing to the development of a synchronous and effective transport network.
