Hanoi urgently fixes the problem of water overflowing the right dike of Cau Bridge in Da Phuc commune.

In particular, in the commune, there was also an incident of water overflowing the level III dike at position K18+500 - K26+00 on the right dike of Cau with a length of 7.5 km (the peak of the overflowing water compared to the dike surface is from 0.01 m to 0.30 m).

Accordingly, 1,511 households and households outside the main level III dike were flooded and had to be evacuated, equivalent to 6,509 people who had to be evacuated to safe locations (destinations mainly interspersed with cultural houses, schools, medical stations, etc.). In that situation, the People's Committee of Da Phuc commune coordinated with relevant units to properly operate all drainage culverts through the level III dike to prevent floodwater from flowing into the fields from the river.

Faced with that situation, immediately after discovering the dike incident, the Da Phuc Commune Civil Defense Command organized to handle the incident from the first hour, ensuring the "4 on-site" principle to ensure the safety of the works, lives and property of the people such as: Putting up warning signs, stretching reflective ropes in the incident area, covering the glass in the incident area with tarps to prevent water from flowing into the subsidence.

In particular, for the level III dike overflow incident at location K18+500 - K26+00 on the right dike of Cau, Da Phuc commune mobilized 10,600 people, including 10,000 people from the command force, police, militia, shock force, dike patrol and 600 more people from the army to participate in the dike incident rescue and rice harvesting of the people; 34 cars of various types, 4 excavators, motorbikes, tractors and 60,000 sacks, about 3,000 m3 of soil, 30,000 m2 of tarpaulins of various types... to overcome the incident.

In addition, regarding the effervescent incident at the corresponding location K24+300 downstream of the right dike of Cau, immediately after receiving information about the incident, the Civil Defense Command of Da Phuc commune directed relevant departments, offices and units to unify solutions and immediately organize the handling of the incident in the first hour according to the motto "4 on-site". Specifically, regarding the on-site force, the commune mobilized 10 people from the dike patrol force of the two dike guard stations, Dong Bac and Cam Ha.

Along with that, Da Phuc commune mobilized a shock force of 5 people and the village's militia. Regarding materials and means, the commune also mobilized 5 cubic meters of sand, 5 cubic meters of gravel, shovels, hoes, pickaxes, knives, bamboo poles at the 2 above-mentioned dike watch points; at the same time, it purchased additional corrugated iron, steel wire, straw, 300 sacks... to serve incident handling. Regarding means, the commune mobilized 2 cars, 1 excavator, motorbikes, and trailers to transport sand, gravel, materials, and tools at the 2 dike watch points.

Vice Chairwoman of Da Phuc Commune People's Committee Hoang Thi Ha said that the commune determined the most important task is to protect people's lives. All forces are stationed at the scene, divided into seven areas on duty day and night, handling incidents according to the "4 on-site" motto. In addition, the commune government promptly provided necessities for the task force and people in the flooded area, including more than 90 boxes of instant noodles, 54 bottles of drinking water, 90 life jackets and hundreds of flashlights, ensuring logistics for the dike watch teams and evacuated households.

Currently, the forces are still maintaining 100% of their personnel on duty at seven key areas on the level III dike, closely monitoring the water level of the Cau River and Ca Lo River to promptly handle any arising situations. Pumping stations such as Tan Hung, Cam Ha II, Tang Long, and Tien Tao operate at full capacity to drain water, reducing pressure on the dike system and residential areas. In the coming time, the People's Committee of Da Phuc commune also proposed the city to urgently support natural disaster prevention work when the water level of the Cau River rises above the design water level (design water level +9.5 m).

Along with that, the People's Committee of Da Phuc commune will strengthen the inspection of on-duty work, deploy disaster prevention plans according to the "4 on-site" motto of a number of units in the commune; inspect works such as: dikes, embankments, culverts, lakes, dams, drainage canals, drainage pumping stations, inspect production, residential areas, vulnerable areas at risk of landslides and floods to promptly detect possible incidents, report and have timely handling plans.
