15 targets, 6 key programs, 3 breakthrough solutions

The Congress determined to build a clean and strong Party organization and political system; promote the strength of the great national unity bloc; mobilize and effectively use resources to develop Hue into a unique heritage city of Vietnam, one of the large and unique centers of culture, tourism and specialized healthcare in Southeast Asia.

By 2030, Hue strives to be a center of science - technology, high-quality education - training of the whole country; a strong marine economic center; solid national defense and security; and increasingly improved people's lives.

The Congress Resolution sets out 15 specific targets, including: Average GRDP growth rate of 10% or more per year; service economic structure accounts for 47% - 49%, industry and construction 36% - 38%. Average GRDP per capita reaches 5,800 USD - 6,000 USD by 2030. Urbanization rate reaches 70%; basically no poor households. There are 19 doctors/10,000 people, 100 hospital beds/10,000 people; over 93% of schools meet national standards. The rate of trained workers reaches 75% - 80%, of which 50% - 55% have degrees and certificates. 17/19 communes meet new rural standards, including 2 modern new rural communes. 100% of industrial parks have centralized wastewater treatment systems that meet standards. On average, 1,700 - 2,000 party members are admitted every year...

Deputy Secretary of the City Party Committee (17th term) Pham Duc Tien received comments on the draft document submitted to the Congress.

The congress approved six key programs, including: Smart urban development associated with heritage urban development; industrial development; cultural - tourism - service development; science and technology development and digital transformation; private economic development; and high-quality human resource development.

At the same time, 15 major tasks were set, from Party building and rectification, growth model innovation, infrastructure development, investment promotion, regional connectivity, environmental protection, to developing Hue into a center of culture, tourism, healthcare, education - training, science and technology of the country and the region.

The congress also identified three groups of breakthrough solutions: Perfecting mechanisms and policies to attract investment; developing high-quality human resources; investing in synchronous, modern, and smart infrastructure associated with the advantages of heritage cities and digital transformation.

Regarding the personnel of the 17th Executive Committee, the Congress elected 52 comrades to the 17th City Party Executive Committee. At the first meeting, the Executive Committee elected the Standing Committee of the City Party Committee consisting of 15 comrades.

Comrade Nguyen Van Phuong, Deputy Secretary of the City Party Committee (16th term), Chairman of the City People's Committee, was elected to hold the position of Secretary of the Hue City Party Committee, 17th term. Three comrades were elected to hold the position of Deputy Secretary of the City Party Committee: Pham Duc Tien (Standing Deputy Secretary, 16th term), Phan Thien Dinh (Head of the Economic - Budget Committee of the City People's Council) and Nguyen Chi Tai (Vice Chairman of the City People's Committee).

The Congress elected the City Party Committee's Inspection Committee consisting of 11 comrades; Comrade Pham Thi Minh Hue continued to hold the position of Chairwoman of the City Party Committee's Inspection Committee for the 17th term. The Congress also elected a delegation to attend the 14th National Congress of the Party, including 18 official delegates and 1 alternate delegate; at the same time, approved a report summarizing opinions on the draft documents to be submitted to the 14th National Congress of the Party...

Quickly put the 17th Congress Resolution into life

In his closing speech, Secretary of the City Party Committee Nguyen Van Phuong (17th term) emphasized: The success of the Congress is to create new strength, new spirit and aspirations, strongly encouraging the entire Party, the entire army and the entire people to overcome difficulties and challenges, seize new opportunities and fortunes, determined to build Hue city to develop in the direction of green - smart - rich in identity, worthy of the trust of the Party, State and people of the whole country.

To do that, immediately after the Congress, Party committees at all levels, the government, the Fatherland Front from the city to the communes and wards, the Executive Committee of the 17th Party Congress and each Congress delegate, with their positions and responsibilities, need to organize well the propaganda and dissemination of the Congress documents to cadres, party members and the people; promptly develop programs and plans to concretize and focus on directing implementation, clearly assign responsibilities, strengthen inspection and supervision of implementation with specific tasks and products to soon bring the Resolution into life.

According to Secretary of the City Party Committee (17th term) Nguyen Van Phuong, a new journey is opening up with many opportunities, opportunities, along with intertwined difficulties and challenges.
