Dam Ha District: Flexible adaptation, maintaining growth momentum

In the context of many difficulties and advantages intertwined, Dam Ha district has implemented key solutions to maintain growth momentum, strengthen national defense and security, focus on developing culture and people, ensuring social security, and improving people's quality of life. The results of the first 9 months of 2024 create a premise for the district to successfully implement the targets set for the whole year.

Focus on promoting economic development

With appropriate and synchronous solutions, the high determination of the entire political system has helped the district maintain its growth momentum in the first 9 months of 2024. Notably, the total production value reached nearly 7,000 billion VND, equal to 70.5% of the yearly plan, up 17.5% over the same period in 2023. Of which, the value of agricultural, forestry and fishery production reached over 2,500 billion VND; the value of industrial and construction production reached nearly 2,100 billion VND; the value of service sector production reached over 2,300 billion dong. Agriculture continues to be the strength that the district focuses on developing. In the district, there are currently 5 high-tech production models: Shrimp seed production and super-intensive commercial shrimp farming in greenhouses; high-quality marine fish seed production; growing vegetables, tubers, and fruits in greenhouses; joint production of Dam Ha chickens; organic passion fruit cultivation. The district is coordinating to complete documents and projects to submit to the Provincial People's Committee and the Department of Agriculture and Rural Development for comments on the Project on applying high-tech agriculture in aquaculture and dairy farming. The district has established a detailed 1/1,000 plan for the tidal flats and sea surface of Tan Binh, Tan Lap, Dai Binh, and Dam Ha communes. Up to now, the district has 2 organizations and individuals assigned and leased sea areas with an area of 75.2 hectares; is implementing instructions for 11 cooperatives to register documents and carry out procedures for 984 hectares...

The district promotes investment attraction; organizes working sessions with businesses coming to study in the locality; maintains regular working programs with businesses located in the area, grasps proposals and recommendations to support and resolve problems and difficulties. In particular, the district proactively organizes many working sessions with planning consultants of the province and sectors to position regional linkages and orient the socio-economic development space of the district in the new period, fully and synchronously supplementing the adjustment of the District Regional Planning to 2040, with a vision to 2050, as a basis for orienting investment and development...

Social security policies are fully and promptly implemented. Security and order are maintained stably, without hot spots or complicated incidents. The work of receiving citizens is organized periodically and suddenly in accordance with the law, with 16 sessions of receiving citizens at the district level, related to 38 cases/37 citizens. Citizens' petitions are directly answered by the leaders of the district People's Committee who chair the meetings, and at the same time direct relevant agencies and units to resolve and respond according to regulations. These are favorable conditions contributing to the economic growth of the locality.

Efforts in the fourth quarter of 2024

In addition to the achieved results, the district also frankly acknowledged the remaining limitations in the first 9 months of 2024. These are: The results of implementing concentrated fruit tree planting projects and production development projects are slower than the plans assigned by the province and district; some tasks related to the allocation of sea areas and the settlement of tidal flat land are still slow; some petitions, land allocation, forest allocation, and site clearance have not been processed and resolved... Clearly identifying the causes and proposing solutions to completely resolve these difficulties and limitations is a requirement for the district to accelerate in the fourth quarter and complete the targets for the whole year of 2024.

One of the key solutions is to strictly manage revenue sources, continue to exploit revenue collection solutions, ensure correct, sufficient and timely collection; thoroughly save expenditures, especially regular expenditures, cut down on non-urgent expenditures; review taxes and fees to increase revenue; review revenues to compensate for land use fee collection, which is expected to fall short.

The district has strengthened its grasp of the situation at the grassroots level, promptly resolved and supported organizations and individuals suffering damage caused by storm and storm No. 3 in the area. It has focused on closely monitoring production and business activities in the construction, industry, trade and services sectors to find solutions to remove difficulties for businesses and individuals.

The district directs to accelerate the implementation of projects to develop fruit tree growing areas and large timber forests as proposed; in which, it strives to complete the planting of 45.3 hectares of exploited forest in sub-area 328, Quang Lam commune, using seedlings supported by the Department of Agriculture and Rural Development. In the field of fisheries, the district has focused on completing the assignment and leasing of sea and tidal flat areas; completing and organizing the implementation of the plan for using tidal flat land in Tan Binh commune after land recovery, associated with the implementation of the land inventory plan in 2024. At the same time, promote the management and effective exploitation of land, tidal flats, and sea areas for production; do not leave land abandoned or used for the wrong purpose. Thereby effectively implementing Plan No. 215/KH-UBND dated November 2, 2021 of the Provincial People's Committee on implementing Decision No. 1664/QD-TTg dated October 4, 2021 of the Prime Minister on approving the Project on developing aquaculture at sea to 2030, with a vision to 2045.

On September 26, Dam Ha District Party Committee thoroughly grasped and deployed the plan for Party congresses at all levels for the 2025-2030 term. Specifically, including: Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; Plan No. 466-KH/HU dated July 29, 2024 of the District Party Executive Committee on grassroots-level Party Congresses, the 26th District Party Congress, term 2025-2030.

In Dam Ha district: Congresses of Party cells directly under the district's grassroots Party Committees will be held from January 2025 and completed before February 28, 2025; Congresses of Party cells in villages, hamlets, and neighborhoods will be held simultaneously, completed before January 15, 2025; Congresses of grassroots Party cells will be held in April 2025 and completed before April 29, 2025; Grassroots Party cells will hold model Congresses in March 2025; Grassroots Party Congresses will start from April 2025 and completed before May 15, 2025; Grassroots Party Committees will hold model Congresses in March 2025; District Party Congresses will be held in late July and early August 2025.
