This is a plan designed to bring peace to Ukraine while maintaining the country's strength and avoiding a "freezing of conflict". The "victory plan" was finalized after a long period of consultation with all parties.
Last month, Mr. Zelenskiy pledged to present the plan to U.S. President Joe Biden, expected next week when he attends a meeting of the Security Council and the General Assembly of the United Nations.
In his daily report on preparations for the plan, he gave some clues about the content of the plan.
"Today, it can be said that the victory plan has been completed. All the points, the aspects to be focused on, and all the necessary additional details have been clearly outlined."
"The most important thing now is to have the determination to carry them out."
Mr. Zelenskiy affirmed that there was no other choice but peace, "not freezing the war or other manipulative acts that temporarily halt Russia's actions until another time."
On Tuesday, the president said a meeting with senior commanders had resulted in "positive and solid content" on the military front, "which will certainly strengthen Ukraine significantly".
Mr Zelenskiy has used a peace plan he put forward in 2022 that called for Russia to withdraw its troops, restore Ukraine's borders and hold Russia accountable for its special operations as the basis for negotiations.
The plan was the focus of a “peace summit” hosted by the Swiss government in June. The participating countries also pledged to hold a second summit this year. Russia was not invited to the June summit and called it pointless, but Ukraine and its allies said Moscow could attend the next one.
Mr Zelenskiy refused to negotiate as Russian troops occupied nearly 20% of Ukraine's territory.
Russia has repeatedly said it is ready to negotiate, but will continue to refuse to sit at the negotiating table as long as Ukrainian forces are present in Kursk.
