Quang Ninh builds Mong Cai into a smart international border gate

At the recent 16th Congress of the Quang Ninh Provincial Party Committee, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Quang Ninh Provincial People's Council Trinh Thi Minh Thanh emphasized that developing a smart border gate in Mong Cai is one of the important breakthroughs. This will be a solid political foundation to accelerate the implementation of the smart border gate model, contributing to strongly promoting the entry and exit activities and import and export of goods between Vietnam and China in the coming time.

Smart border gates are a management model that integrates modern digital technology into the entire operational process at the border gate, from controlling people, vehicles to import and export goods. This model applies core technologies such as artificial intelligence (AI), Internet of Things (IoT), big data, biometric recognition, smart monitoring systems and multi-industry interconnected digital management platforms.

In fact, Mong Cai International Border Gate is operating according to the smart border gate model. Currently, Mong Cai International Border Gate has been equipped with modern technology systems such as: Automatic goods management and control system; barcode and QR code reading system; surveillance camera and face recognition system; automatic vehicle management and control system. Mong Cai International Border Gate has been connected to the smart border gate system of Dongxing city (China) to help increase the efficiency of management and control at the border gate, reduce time and costs for trading activities, and at the same time contribute to strengthening cooperation and trade between the two countries, ensuring security, safety, detecting and preventing illegal acts, checking and managing vehicles quickly and accurately.

Typically, at Bac Luan II border gate, Tan Dai Duong International Import-Export Joint Stock Company (Vietnam) and China Testing Group - Guangxi Company Limited, Dongxing Branch (China) have cooperated to invest in building a Laboratory, testing the quality of agricultural, forestry and aquatic products in the area of the project to invest in building technical infrastructure for services - trade of Bac Luan II Bridge Inter-sectoral Control Station, contributing to promoting import-export activities and trading of goods to China; in which increasing export turnover, reducing customs clearance time, helping import-export enterprises reduce costs related to testing and tracing of exported goods.

Secretary of the Mong Cai 1 Ward Party Committee Ho Quang Huy said that in the coming time, Mong Cai 1 Ward and the Provincial Border Gate Management Board (under the Quang Ninh Economic Zone Management Board) will focus on developing Mong Cai International Border Gate into a smart border gate; developing Mong Cai Border Gate Economic Zone as one of the eight key border gate economic zones of the country, synchronously completing Vietnam's border trade infrastructure by 2025, with a vision to 2030 according to Decision No. 259/QD-TTg dated February 25, 2021.

To concretize this goal, the Secretary of the Mong Cai Ward Party Committee added that the local government will coordinate with the Quang Ninh Economic Zone Management Board to speed up the approval of the A3 sub-zone planning of the economic cooperation zone in Mong Cai Border Gate Economic Zone, which has been approved by the Quang Ninh Economic Zone Management Board in Decision No. 169/QD-BQLKKT dated July 25, 2025; review industrial park and industrial cluster projects in the area to report to the Provincial People's Committee to update and adjust in sync with the Quang Ninh Provincial Planning for the period 2021-2030 and the General Planning for the construction of Mong Cai Border Gate Economic Zone to 2040; Actively coordinate with departments and branches to attract investment, promote the implementation of projects of Ha Long - Mong Cai railway, Bac Luan 3 bridge, Luc Lam Industrial Park associated with the Mong Cai (Vietnam) - Dong Hung (China) cross-border industry cooperation zone to promote advantages for cooperation, mutual support to form and develop new industries with strengths such as processing, processing industry, manufacturing, industries with high added value, environmentally friendly, high technology, digital transformation, artificial intelligence (AI)... At the same time, promote the development of modern comprehensive services, build Mong Cai 1 ward into a logistics center.

Recently, on September 29, during the visit and congratulation to Dongxing city on the occasion of the 76th anniversary of the State Visit of the People's Republic of China on October 1, the delegation of Mong Cai 1, Mong Cai 2, Mong Cai 3 wards and Hai Son commune (Quang Ninh province) together with the Dongxing city government (China) held talks and discussed promoting the contents that Quang Ninh province and Guangxi Zhuang Autonomous Region (China) agreed to sign such as: piloting the construction of smart border gates, Mong Cai - Ha Long - Hai Phong railway line, Bac Luan 3 bridge, steel bridge project across the border at the pontoon bridge opening at Km3+4, cross-border industry cooperation area... The two sides agreed to soon complete the draft of the Minutes of Cooperation on the above contents for signing within the framework of the Spring Program in 2026.
