On October 1, the Da Nang City Party Committee held a conference to evaluate the situation and results of implementing the two-level local government model after 3 months of actual operation in the area.
The Department of Home Affairs of Da Nang City said that the implementation of the new model has been carried out synchronously and systematically, initially bringing clear results. The whole city currently has 2,239 administrative procedures under the jurisdiction of the locality; of which, 2,109 public services have been provided online on the National Public Service Portal.
At the commune and ward levels, localities received 182,661 dossiers, resolved 173,056 dossiers, of which 171,190 dossiers were paid online. At the department, branch and sector level, the total number of dossiers received was 75,869, resolved 46,906 dossiers; the number of online payments reached 75,725 dossiers. The branches of the Land Registration Office also recorded 49,305 dossiers received, resolved 25,845 dossiers and 8,297 dossiers were processed online.
The city has approved a list of 1,160 administrative procedures to be performed regardless of administrative boundaries, and at the same time organized professional training for civil servants and public employees working at the Commune-level Public Administration Service Center.

Notably, Da Nang City has deployed many free utilities to support people and businesses when carrying out administrative procedures such as printing, photocopying documents, legal advice, green space, digital library, supporting the disadvantaged, etc. On the other hand, the application of DaNang AI digital assistant to the information platforms of commune-level authorities has helped improve the efficiency of answering administrative procedures and providing information to people.
It can be said that after 3 months, the two-level government model is assessed to be operating stably and smoothly, contributing to improving the effectiveness of state management, reducing focal points, streamlining the apparatus, increasing the initiative of grassroots governments and improving the quality of service to the people. However, the implementation also shows some difficulties. Many communes and wards still lack cadres and civil servants, especially in specialized positions in information technology, finance - accounting, land management, construction, etc.
The division of tasks, powers and procedures between the old district level and the new commune level in implementing transitional projects is still unclear. Some localities are still confused when handling interconnected or over-authority files.
In addition, the information technology infrastructure in some communes, especially in mountainous areas, is still limited. Handling administrative procedures through the National Public Service Portal sometimes causes technical errors, affecting the progress of processing documents.

Continue to review and rearrange staff, overcome the situation of excess in some places and shortage in others.
Speaking at the conference, Secretary of the Da Nang City Party Committee Luong Nguyen Minh Triet acknowledged and commended the efforts of all levels, sectors and localities in the process of operating the new model. The Secretary of the City Party Committee emphasized that the initial results showed the sense of responsibility, initiative and creativity of the staff and civil servants in adapting to the requirements of organizing the apparatus in the direction of streamlining, effectiveness and efficiency.
The Secretary of the Da Nang Party Committee suggested that in the coming time, localities need to continue to review and rearrange the staff, overcome the situation of surplus in some places and shortage in others; focus on training and fostering professional skills; strengthen digital transformation, digitize documents, upgrade transmission lines and technology equipment. At the same time, it is necessary to supplement information technology staff at the commune level, strengthen decentralization and clear authorization, contributing to reducing costs and time for people and businesses.
The City Party Secretary also requested the City to step up the implementation of the project of rotating and seconding cadres from departments and branches to support communes and wards in professional work, aiming to build a team with sufficient capacity and practical understanding, meeting the requirements of tasks in the new period.
Along with that, before October 15, 2025, the payment of regimes and policies for cadres, civil servants and employees who have decided to retire or quit their jobs before August 31, 2025 must be completed in accordance with the direction of the Politburo and the Secretariat.
