Overcoming difficulties in operating the two-level local government apparatus well

On the morning of October 23, Working Group No. 2 of the Standing Committee of the Ho Chi Minh City Party Committee, led by Comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, supervised the implementation of Plan 249-KH/UBKTTW dated July 24, 2025, of the Central Inspection Committee at the Party Committees of Can Gio and Thanh An communes.

At the meeting, the representative of Thanh An Commune Party Committee suggested that currently, the commune headquarters is cramped and degraded, making it difficult to receive people and handle work; old computers and poor network connection affect the online handling of public administration for people.

In addition, as an island commune, the main means of transportation to the island is by boat and there is no public housing, so it has not attracted qualified human resources to work in the commune. Therefore, the commune recommends that the city consider increasing the staff and have support policies for those who have worked and will work in the commune. At the same time, there should be a plan to arrange and mobilize qualified surplus cadres from other localities to work in Thanh An commune.

Meanwhile, the representative of the Can Gio Commune Party Committee proposed that the city consider arranging specialists at specialized agencies in the commune, especially in the fields of justice and inspection, to suit the actual situation; review and adjust the process of submitting documents to resolve administrative procedures (the whole process) to suit the reality of the people (it is not required to attach the application form to request the resolution of the documents).

The People's Committee of Ho Chi Minh City needs to soon issue internal procedures for receiving and processing 4 administrative procedures (procedures for handling petitions at the commune level; procedures for receiving citizens at the commune level; procedures for handling first-time complaints at the commune level and procedures for handling denunciations at the commune level) on the administrative procedure handling information system. At the same time, there should be instructions on the functions and tasks of the People's Council and People's Committee offices and the commune-level public administrative service centers in receiving, processing and resolving these 4 types of administrative procedures...

Speaking at the supervision session, comrade Dang Minh Thong highly appreciated the efforts of the Standing Committee of the Party Committees of the two communes in overcoming difficulties and limitations to complete and operate well the work of the local government at two levels.

In the coming time, the Standing Committees of the Party Committees of the two communes need to review the staff to assign work in accordance with the requirements of the tasks. He also asked the two communes to review the contents of the recommendations at the working session. The contents that are under the authority of the commune level must be handled and resolved by the commune; the contents that are under the authority of the departments, branches, cities and the Central Government must be compiled and reported to the higher levels for handling. In addition, the two communes need to focus on the work of party building, developing party members and grassroots party organizations.
