The Department of Planning and Architecture of Ho Chi Minh City has the position and function of a specialized agency under the People's Committee of Ho Chi Minh City, performing the function of advising and assisting the People's Committee of Ho Chi Minh City in state management of the field of construction planning and architecture and implementing according to the decentralization and authorization of the City People's Committee and the Chairman of the City People's Committee.

In which, the Ho Chi Minh City Institute of Construction Planning is a public service unit that self-guarantees regular expenditures - group 2 (on the basis of merging the City Institute of Construction Planning (before reorganization), Binh Duong Urban Development Planning Center and Ba Ria - Vung Tau Urban Development Planning Center). At the same time, transfer the functions and tasks of housing management, inspection and construction appraisal of Binh Duong Urban Development Planning Center (organization, personnel, finance, assets, land and other related issues) to the Department of Construction to continue managing and implementing the reorganization according to regulations.
The Center for Planning and Architecture of Ho Chi Minh City is a public service unit that partially self-insures its regular expenses - group 3 (on the basis of renaming the Center for Architectural Research and Planning Information of Ho Chi Minh City).
The Ho Chi Minh City Urban Development Management Board is a public service unit that partially self-insures regular expenses - group 3 (on the basis of transferring the status quo of the Ho Chi Minh City Urban Development Management Board under the Ho Chi Minh City People's Committee to the Department of Planning and Architecture).
