Opening of the First Congress of Hai Phong City Party Committee: A modern, livable industrial port city of regional stature

Hai Phong has set a goal of becoming a modern, civilized, ecological and livable industrial port city of the Southeast Asian region by 2030. Each delegate needs to continue to uphold the spirit of responsibility, concentrate their intelligence, discuss democratically, objectively and comprehensively; clearly analyze opportunities and challenges and delve into breakthrough tasks; develop rapidly with fairness, public welfare, democracy, discipline and solid security.

That was the request of Central Party Committee member, City Party Secretary, Head of the City National Assembly Delegation Le Tien Chau in his opening speech at the First Hai Phong City Party Congress, term 2025 - 2030 this morning, September 27.

Growth aspiration to reach 13% or more

In his opening speech at the Congress, Secretary of the City Party Committee Le Tien Chau emphasized: This is a particularly important historical milestone for the development of Hai Phong city in order to realize its aspiration to rise up, turning Hai Phong into a modern, civilized port city, an important driving force for the country's development, taking the lead in building a socialist model associated with socialist people.

Implementing the direction of the Politburo , the Secretariat and the Central Party Building Committees, in recent times, the Hai Phong City Party Committee has focused on preparing for the Congress, along with arranging, merging, streamlining the organization and apparatus and implementing the two-level local government model. By August 22, 2025, all 118 Party Committees under the City Party Committee with 6,289 grassroots Party organizations had successfully organized the Congress for the 2025-2030 term, creating a widespread political activity, spreading excitement among cadres, Party members and people of the city.

The documents submitted to the Congress were carefully prepared, crystallizing the wisdom and enthusiasm of the entire Party Committee; absorbing many valuable opinions from the Central Committee, organizations in the city's political system, revolutionary veterans, generations of city leaders; from intellectuals, artists, businessmen, armed forces and the majority of the people. The documents ensure scientific , rigorous, concise orientation, far-reaching, profound and very specific vision. In particular, thoroughly grasping the direction of General Secretary To Lam: "One locality - One vision - One action - One belief", with the aspirational goal: GRDP growth in the period 2026 - 2030 reaching 13% or more, striving to reach 14%.

Affirming the role of industrial, seaport and logistics center

The Secretary of the City Party Committee emphasized: In the 2020 - 2025 term, in the context of being heavily affected by the Covid-19 pandemic, storm Yagi, natural disasters and fluctuations in global security and trade, along with the profound impact of the Fourth Industrial Revolution, the Party Committee, government and people of Hai Phong - Hai Duong have taken advantage of the leadership and direction of the Central Government; steadfastly pursued the goals set at the beginning of the term; united, unified, and made efforts to overcome difficulties and challenges, achieving many outstanding and comprehensive results.

Culture and society have made many advances, leading the country in poverty reduction, new rural construction, social housing development and care for policy beneficiaries. In particular, the Yen Tu - Vinh Nghiem, Con Son, Kiep Bac relic and scenic complex and Ha Long Bay - Cat Ba archipelago were recognized by UNESCO as World Heritage Sites, raising the status and image of Hai Phong land and people on the international map. National defense and security have been strengthened, politics and society have been stable, and foreign relations have been expanded.

The work of building and rectifying the Party and the political system has many innovations, which are substantive and effective; the two-level local government initially operates smoothly and effectively; the great national unity bloc has been strengthened, and the people's trust in the Party's leadership has been increasingly consolidated.

The results achieved demonstrate the great determination of the entire political system and the joint efforts and consensus of the entire people and business community of the city; and are a solid foundation for the city to firmly step with the whole country into a new era - the era of national growth - the Secretary of the City Party Committee emphasized.

In addition to the important results achieved, frankly admit that the past term still has some limitations that need to be overcome soon. This Congress is of special significance, an opportunity for the entire Party to look straight at the truth, promote advantages, overcome shortcomings, determine directions, goals, tasks and key solutions, to meet the requirements of rapid and sustainable development in the new period.

Rapid development associated with equity and universal welfare

The First Congress of the Hai Phong City Party Committee took place in the context of the country and the city facing many intertwined opportunities and challenges. After the merger, Hai Phong became a city with more than 4.6 million people, the fourth largest population, the third largest economy in the country, playing the role of a strategic international gateway in the Northeast of the Fatherland, a leading industrial, seaport and logistics center. The Fourth Industrial Revolution, science, technology, digital transformation, green growth and deep international integration are opening up new development spaces and dynamics; promoting strong innovation in methods and improving the leadership capacity of the entire Party Committee and the city's political system. Hai Phong also received special attention from the Central Government with many strategic policies on institutions, mechanisms and infrastructure.

The Secretary of the City Party Committee also frankly acknowledged: The City is facing huge challenges in terms of planning, infrastructure, high-quality human resources, the need for innovation, digital transformation, green transformation and new growth drivers that have not yet created a breakthrough; while the need to mobilize resources is increasing, the pressure to compete to attract investment is increasingly fierce. This is a historic opportunity, but also an unprecedented challenge, requiring the entire Party to have high political determination, long-term vision and breakthrough actions to realize the City's development aspirations.

In that context, Hai Phong sets the goal of becoming a modern, civilized, ecological and livable industrial port city of Southeast Asia by 2030.
