Congratulating the results achieved by the Party Committee, government and people of all ethnic groups in Dien Bien province in the past term, comrade Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics, also highly appreciated the efforts and determination of Dien Bien in striving, inheriting and effectively promoting the achievements of previous terms; creatively directing and operating, focusing on key points, choosing breakthroughs in socio-economic development to achieve many quite comprehensive results in all fields.
Agreeing with the goal that Dien Bien province has identified for the 2025-2030 term is to build "Dien Bien into a province developing towards a green, smart, sustainable economy, striving to develop quite well in the region", Comrade Nguyen Xuan Thang also said that this is a task with many difficulties and challenges but also extremely glorious, requiring the Party Committee, government and people of all ethnic groups in Dien Bien province to continue to promote the spirit of solidarity, unity, joint efforts, consensus, great efforts and the highest determination, as directed by Comrade General Secretary To Lam: We must arouse the Dien Bien spirit - the spirit of belief in certain victory, of solidarity, determination, the strength of great national unity and the will to overcome ourselves, to create a " Dien Bien Phu in the new era " - to create a victory of intelligence, of innovation and aspiration for development.
Comrade Nguyen Xuan Thang emphasized that: We must definitely break out of the long-standing stereotype that Dien Bien is a remote, ethnic minority province and is content with being a poor locality compared to the rest of the country in order to truly renew our thinking, proactively and creatively find new potentials and advantages, liberate and unleash all resources, create new motivation for the locality, correctly identify key directions, tasks and breakthroughs, focus on leadership and direction, and be determined to implement them, creating a new turning point in development.
At the Congress, comrade Nguyen Xuan Thang emphasized and clarified a number of key requirements and tasks so that delegates attending the Congress could continue to discuss thoroughly, reach consensus and organize effective implementation in the coming time.
Accordingly, Dien Bien needs to focus on mobilizing investment resources to quickly complete the socio-economic infrastructure system, especially the connecting highway system, to remove the " bottleneck of the bottleneck " for the development of Dien Bien province and the entire Northwest region in recent years. Focus on developing economic space according to the model of 4 dynamic axes - 3 economic regions - 4 growth poles according to the plan. Develop dynamic economic axes along National Highway 279 and the Dien Bien - Son La - Hanoi expressway connected to Dien Bien Airport; National Highway 12; National Highway 6; National Highway 4H connecting to the west of the province.
Establish a new growth model for the province associated with three important pillars, namely: ecological agriculture, high technology associated with processing industry; cultural, historical and ecological tourism; and cross-border border gate economy. In particular, focus on improving the quality, efficiency and sustainable development of agriculture and forestry on the basis of promoting the application of scientific and technological advances, digital transformation in production, processing and consumption of products. Complete mechanisms and policies and enhance the province's competitiveness, create a favorable environment to attract investment, especially strategic investors, develop the private economy, collective economy, and cooperatives in the spirit of Resolution 68-NQ/TW to create new growth drivers for the province's economy.
Preserve and promote the unique cultural values of the ethnic groups in Dien Bien province, considering this as an endogenous resource and an important driving force for sustainable development. Continue to strengthen national defense and security; build defense zones, build a national defense for all people, a people's security posture and link it with a solid people's hearts posture. Improve the leadership capacity and fighting strength of party organizations and party members; continue to promote the implementation of the Central Resolution and Conclusion on Party building and rectification and the political system; continue to perfect the streamlined organizational apparatus, operate effectively, efficiently and effectively according to the 2-level local government model, close to the people, close to the grassroots, creative, serving development; soon perfect the staff of commune and ward level cadres, especially professional cadres.
Continue to strengthen solidarity and unity within the Party and the entire political system in the locality. Effectively carry out ethnic and religious work, promote propaganda, education, and mobilize people to properly implement the Party and State's policies and laws. Promote the role of prestigious people in propagating and mobilizing people to implement the Party's policies and the State's policies and laws, contributing to firmly protecting the border and maintaining security, order, and national borders; proactively detect and effectively prevent the exploitation of beliefs and religions to violate the law, oppose, and divide the solidarity between ethnic groups, affecting national security and social order and safety.
Speaking at the opening of the Congress, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, affirmed: The 15th Dien Bien Provincial Party Congress is a particularly important political event, marking a new milestone in the process of building and developing the Party Committee, government and people of all ethnic groups in Dien Bien province. The Congress has the task of summarizing the implementation of the Resolution of the 14th Provincial Party Congress, term 2020-2025 and determining the directions, goals and tasks for the term 2025-2030; discussing and contributing opinions to the draft documents of the 14th National Congress of the Party; electing the 15th Provincial Party Executive Committee, term 2025-2030 and electing the delegation of the Provincial Party Committee to attend the 14th National Congress of the Party.
Comrade Tran Quoc Cuong requested the delegates to promote the spirit of democracy, frankness, and responsibility to actively participate in the Political Report and Action Program presented to the 14th National Congress of the Party; at the same time, wisely select delegates with virtue, talent, and determination to create, innovate, and develop into the 15th Provincial Party Executive Committee and the Dien Bien Provincial Delegation to attend the 14th National Congress of the Party.
Comrade Tran Quoc Cuong affirmed that the contents of the Congress are very large and important, so he requested the delegates to promote the spirit of " Solidarity, democracy, discipline, innovation, development", promote the "Dien Bien Phu spirit in peacetime" and the highest responsibility before the Party and the people to complete the contents and programs; successfully organize the 15th Dien Bien Provincial Party Congress, creating an important first step to build Dien Bien province by 2030 to become a province developing in the direction of green, smart, sustainable economy and becoming a fairly developed province in the region, in accordance with the guiding ideology of Comrade To Lam, General Secretary of the Party Central Committee.
Over the past 5 years, despite many difficulties and challenges, the Party Committee, government, army and people of all ethnic groups in Dien Bien province have united and strived to achieve many comprehensive results in all fields. Notably: the average annual growth rate reached 8.76% (exceeding the resolution target); GRDP per capita reached 54 million VND/year; budget revenue in the area reached 2,062.3 billion VND (reaching 103.11% of the resolution target).
The province's Provincial Competitiveness Index (PCI) in 2024 ranked 32nd out of 63 provinces and centrally run cities, up 14 places compared to 2020. Socio-economic infrastructure has received investment attention, many key traffic routes have been upgraded and expanded. With the attention and facilitation of central ministries and branches, Dien Bien has completed support for building solid houses, solidarity houses, and eliminating temporary and dilapidated houses for more than 22,300 poor households; the multidimensional poverty rate has decreased from 30.76% in 2020 to 17.66% (an average decrease of 3.97%/year); social security has received attention; political security, social order and safety and national border sovereignty have been maintained.
The apparatus of the political system and the two-level local government are arranged in a streamlined, compact, strong, effective, efficient, and effective manner, better serving the people and businesses, contributing to the development of the locality. This is a breakthrough in organization, clearly demonstrating the timely and decisive leadership and direction of the Provincial Party Committee, the support and consensus of cadres, party members and people.
