In recent times, the Party, the National Assembly and the Government have issued many policies and laws to promote national development, especially the "rearrangement of the country", organizing the two-level local government apparatus to help reduce the number of focal points, procedures, processes, and strongly reform administrative procedures to create more favorable conditions for people and businesses.
In fact, after 3-4 months of merger, there are still some cases where the government still has no specific plan and action, avoiding handling documents and procedures. There are projects that, in accordance with the spirit of the Resolution of the Politburo , after being approved by the People's Council, the procedures for granting investment policies still have to be submitted for opinions from many parties but have not been completed for many months, causing costs for businesses. For example, a 1,000 billion VND investment project, if delayed for each day, will increase the interest cost, not to mention wasted business opportunities and other arising problems. That is a huge social waste!
Therefore, businesses are placing a lot of expectations and great hopes on the Tenth Session - the "historic session" with the largest number of legislative contents since the beginning of the term of the 15th National Assembly, expected to pass 49 laws, including laws directly related to business activities such as the Investment Law (amended), the Law on Artificial Intelligence, the Law on High Technology (amended)...
We hope that the laws and resolutions issued by the National Assembly at the session will be very clear and specific, shortening the procedures and time for seeking opinions from directly related parties to ensure the fastest implementation, especially in the work of compensation for site clearance or organizing the implementation of construction projects. The consultation should only be for a short time, 5-7 days, or even faster, to speed up implementation.
At the same time, laws and resolutions of the National Assembly need to continue to promote decentralization to localities, which both increases local initiative and helps speed up the implementation of legal regulations into life.
For new issues, the law may not have any regulations to regulate them, but if it brings value to the development of society and benefits the people, it should be allowed to be done, then summarized and evaluated to build a legal corridor.
Along with that, it is necessary to determine KPIs for each agency, unit, and civil servant and have appropriate sanctions or rewards, thereby encouraging those who dare to think, dare to decide, dare to do, and build a team of competent and qualified executors. That is one of the prerequisites for us to operate the new apparatus effectively, efficiently, and effectively, bringing the country to prosperous development.

The session had many important contents and was considered the largest ever, when the National Assembly both conducted the contents of the regular session and summarized the 15th term; considered and decided on 66 contents and groups of contents, including 49 draft laws and 4 resolutions related to legislative work.

This is an extremely large amount of work, requiring National Assembly deputies to concentrate highly to review, comment, and vote to pass bills and resolutions of the best quality, with high feasibility, meeting the aspirations of voters, the people, and the business community.

The decisions considered and approved by the National Assembly at the session must ensure that the difficulties of the people and businesses are fundamentally resolved. A business environment with favorable and transparent conditions and procedures will help businesses develop and then achieve the goal of a rich people and a strong country.

At this session, we hope that the National Assembly will also have policies to support overcoming the consequences of storms and floods, especially policies on property insurance for people and businesses that need to be more timely. We hope that the legal regulations will be close to reality, thoroughly resolve the main problems and difficulties of businesses and must be put into practice in the shortest time.

With so many laws passed in such a short time, small businesses will not have enough human resources to learn all the relevant regulations. Therefore, we hope that the management agencies will have training programs and legal communication for businesses to understand and master in order to create a good basis for implementation.
