Construction of Hoa Binh-Moc Chau expressway with total investment of nearly 10,000 billion VND started

Opening a strategic route to the Northwest

The Hoa Binh-Moc Chau Expressway Project (section from Km19+000 - Km53+000 in Hoa Binh province) has a length of about 34 km; total investment of nearly 10,000 billion VND; the starting point is in Da Bac town, Hoa Binh province, the ending point is in Chieng Yen commune, Van Ho district, Son La province. Site clearance for the project completion phase is 4 lanes with a total area of ​​about 354.37 hectares; project implementation period is from 2022 to 2028.

The route invested in construction in phase 1 has 2 lanes with a design speed of 80km/h, ensuring compliance with the planning; roadbed width of 12m; construction of Hoa Son bridge with a scale of 4 lanes; on the route there is 1 tunnel with 2 lanes suitable for phase 1.

To date, the project has cleared about 8.2 km of land; paid compensation to more than 30 households; the remaining area has completed inventory and measurement and is being publicly posted for approval and payment to affected households.

The Hoa Binh-Moc Chau Expressway Project is of special importance, expected to promote the socio-economic development of Hoa Binh province and the Northwest region. After completion, the expressway will connect the transportation network of Hoa Binh province with Son La province and the capital Hanoi, creating an expressway axis connecting the Northwest region with the key economic region of the North.

Speaking at the event, Prime Minister Pham Minh Chinh said that in the past three National Party Congresses, the Party has always determined to carry out three strategic breakthroughs, including a breakthrough in transport infrastructure; emphasizing that infrastructure, especially transport infrastructure, brings clear effects on socio-economic development. Wherever transport infrastructure develops, new development spaces will be opened up, many urban areas, industrial parks, services, and tourism will be formed, land funds will be exploited effectively, logistics costs will be reduced, and national competitiveness will be enhanced.

According to the Prime Minister, in the 2000-2021 period, the whole country has only invested in and put into operation 1,163 km of expressways. Meanwhile, the Resolution of the 13th National Party Congress sets a target of having about 5,000 km of expressways nationwide by 2030. Thus, in the 2021-2030 period, the whole country needs to invest and build nearly 4 times the number of kilometers of expressways built in the past 20 years.

To realize this goal, with half the time but 4 times the volume, over the past time, the Party, State and Government have always paid attention and devoted huge resources with many forms of investment and appropriate policies to mobilize socialization for infrastructure development, focused investment and achieved many practical results.

Up to now, the renovation and upgrading of Dien Bien and Phu Bai airports have been inaugurated; Cat Bi airport, Tan Son Nhat T3 passenger terminal, Noi Bai T2 passenger terminal have been expanded... In particular, all existing problems, difficulties and obstacles that have existed since 2015 have been basically resolved to start and actively implement the Long Thanh international airport project, striving to complete it in 2025... Many energy infrastructure projects have been invested in, including the 500kV circuit 3 Quang Trach (Quang Binh) - Pho Noi (Hung Yen) project - the project will be implemented in just over 6 months instead of 3-4 years as usual.

The Prime Minister said that railway projects have been and are being implemented, in which, recently, the Central Government has highly agreed to deploy the construction of the North-South high-speed railway; is considering deploying railway lines connecting with China to open up railway connections with Europe and Central Asia. Water transport projects are being invested, including the construction of large seaports such as: Lach Huyen port (Hai Phong), Lien Chieu (Da Nang), Cai Mep-Thi Vai (Ba Ria-Vung Tau), Can Gio (Ho Chi Minh City)...

In particular, from 2021 to now, an additional 858 km of expressways have been completed and put into operation, bringing the total length of expressways nationwide to 2,021 km; construction of about 1,700 km is underway, completing the goal of having 3,000 km of expressways nationwide by 2025. At the same time, investment preparation work is being actively carried out to soon start construction of about 1,400 km of additional expressways.

The Prime Minister emphasized that the current transportation system connecting the province, inter-province and inter-region of the Northwest is still very difficult, with only one expressway, Hanoi-Lao Cai; this is one of the important reasons why the Northwest region has not developed commensurate with its potential and advantages.

Concentrating investment resources and completing the Hanoi-Hoa Binh-Son La-Dien Bien Expressway, including the Hoa Binh-Moc Chau Expressway Project, has important strategic significance, promoting connectivity between the Northwestern provinces, between the Northwestern provinces and Hanoi and the Red River Delta provinces; creating new momentum to attract investment, develop economic sectors, contributing to promoting rapid and sustainable socio-economic development, ensuring security and defense for the Northwestern region, opening up new development space, bringing the Northwestern region into a new, stronger period of development.

Highlighting the significance of the implementation of the Hoa Binh-Moc Chau Expressway Project, the Prime Minister said that the investment preparation process of the Project has received great attention from the Government, ministries and branches. In particular, the Prime Minister has repeatedly surveyed and directed the removal of many difficulties and obstacles, especially regarding investment procedures, investment decentralization, capital sources, etc.

Strive to complete phase 1 of the project before December 31, 2027

Praising the Ministry of Planning and Investment, the Ministry of Transport, ministries, branches and Hoa Binh province for actively and promptly completing investment preparation procedures, selecting construction contractors, supervision consultants, and insurance contractors; and promoting site clearance to meet the conditions for starting the construction package from Km19 to Km 40+750, the Prime Minister said that the project's commencement demonstrates the great efforts of Hoa Binh and related ministries and branches, however, this is just the beginning; the project has many items and much work to do.

In order for the project to be completed soon, to promote its role as a driving force for socio-economic development and to create positive and strong changes for Hoa Binh province, the Prime Minister requested that leaders and directions must be focused, resolute, and scientific, coupled with increased inspection, supervision, urging, encouragement, and sincere and timely sharing, not leaving contractors and construction units "lonely on the construction site"; clearly assigning people, work, responsibilities, time, and products; and results must be measurable and quantifiable.

The subjects must promote the combined strength, mobilize the entire political system to participate in the spirit of "unanimity from top to bottom, smooth communication across the board," "front and rear support, one call, all respond"; do a good job of propaganda and mobilization of people, promote patriotism, sense of responsibility, national pride; create consensus and unanimity so that people voluntarily hand over residential land and production sites, together with the authorities and construction units to participate in construction of works and projects; complete site clearance work before November 30, 2024.

Investors and construction units must implement the project; actively coordinate closely with localities; mobilize all local forces with sufficient capacity to participate. Main contractors create conditions for local businesses and contractors to participate.

Along with that, it is necessary to build a vibrant emulation movement, promptly encourage and reward, create an enthusiastic working atmosphere, compete to achieve results, all for the benefit of the nation, people and for the development of the country.

In that spirit, the Prime Minister directed the People's Committee of Hoa Binh province to fully realize its responsibility before the Party, the State and the people, focus on leadership, direction, effective implementation, early completion of the project, ensuring quality and requirements; create favorable conditions for contractors, especially in site clearance; quickly resolve administrative procedures and difficulties and problems of investors and enterprises in construction, especially in the leveling of material mines; promptly report to competent authorities to handle issues beyond their authority.

Son La must pay attention to stabilizing accommodation, arranging work and living conditions for people who have handed over the site for the project; promptly complete the bidding package from Km40+750-Km53 (Hoa Son bridge) for construction in early November 2024; strive to complete phase 1 of the project before December 31, 2027; and immediately deploy construction of phase 2 of the project thereafter.

The Prime Minister requested that contractors, consultants and supervisors ensure that construction is on schedule and of good quality, without delay, and must fight against waste, corruption and negativity; strive with great determination, and carry out construction with the spirit of "overcoming the sun, overcoming the rain, not losing to storms," ​​"eating quickly, sleeping quickly," working "in 3 shifts," "through holidays and Tet," "working during the day is not enough, so work at night" so that the project can be completed earlier than planned in the spirit of "If you make a commitment, you must do it, if you do it, you must be effective, and it must come to life, bringing happiness and prosperity to the people."

In particular, contractors must be proactive and actively implement, ensuring exemplary criteria on progress-quality-aesthetic management; strictly comply with legal regulations on investment management, and absolutely ensure labor safety and environmental sanitation during construction.

The Head of Government noted that ministries, branches and localities continue to complete procedures and arrange capital to implement the section from Km0-Km19 and complete the entire route according to the planning of the Hoa Binh-Moc Chau-Son La expressway; Son La Provincial People's Committee focuses on completing investment procedures to start the Hoa Binh-Moc Chau expressway project through Son La province as soon as possible in 2025.

Thanking and hoping for the support of the people in the project area, the Prime Minister believes that with the solidarity and determination of the government, army and people of all ethnic groups in Hoa Binh province, the Hoa Binh-Moc Chau expressway project will be built and completed and put into operation on schedule, ensuring quality and aesthetics, making an important contribution to the development of Hoa Binh province, the Northwestern provinces and the whole country in general.
