In 2025, the Emulation Movement to Win of Emulation Block No. 4 was comprehensively deployed, closely following political , production and business tasks, associated with peak emulation movements, raids and major campaigns of the Army, and key tasks of the Corps. Units have proactively overcome difficulties, innovated management and operation methods. Promoted emulation movements "Good workers, creative workers", applied science and technology to production, contributing to improving productivity, efficiency and the lives of cadres, soldiers, workers and laborers.

Units in the bloc have done a good job of coordinating with local Party committees and authorities, actively participating in hunger eradication and poverty reduction, building political bases in the areas where they are stationed and where the units are performing their tasks; supporting the construction of "great solidarity" houses, national target programs... doing a good job of mass mobilization, participating in supporting the funds "Repaying gratitude", "For the poor", "Agent Orange/dioxin", "Supporting the Cuban people"...

At the conference, delegates focused on discussing, sharing experiences, and proposing solutions to further improve the quality and effectiveness of the emulation movement in 2026.

In his speech, Colonel Lai Van Tuan, Political Commissar of Army Corps 16, commended the results that units in Emulation Block No. 4 had achieved in the past year; at the same time, he requested that in the coming time, units continue to promote the spirit of solidarity, creativity, uphold responsibility, build an increasingly practical and effective emulation movement, contributing to the successful completion of all assigned tasks.

The conference also handed over the tasks of block leader and deputy block leader in 2026; accordingly, Branch 16 of Company 16 in Ho Chi Minh City takes on the role of block leader, and Branch 16 of Company 16 in Hanoi takes on the role of deputy block leader.
