Unblocking capital sources for the Long Thanh Airport Outer Boundary Drainage Project

This is an urgent project to meet the drainage and flood prevention needs of Long Thanh Airport.

Allocate 1.2 trillion VND in capital for phase 1 of the project

To meet the drainage and flood prevention needs of Long Thanh Airport, the Central Government has assigned Dong Nai Province to implement the Drainage Line Project outside the airport boundary. The Provincial People's Committee then assigned the People's Committee of the old Long Thanh District to prepare a report and propose the investment policy for the Drainage Line Project Phase 1 outside the Long Thanh Airport boundary. Accordingly, the project is invested in construction to serve the drainage of 5 regulating lakes that will be built in the airport area to prevent flooding for Long Thanh Airport.

To achieve this goal, the project implementation will include dredging, embankment reinforcement and solidification of nearly 20km of Bung Mon stream and Da Vang stream; construction of pipelines from the regulating lakes in Long Thanh Airport to these two streams; at the same time, construction of nearly 17km of rural roads along both sides of Bung Mon and Da Vang streams, upgrading and building 5 new bridges on these two streams (3 bridges on Bung Mon stream and 2 bridges on Da Vang stream).

During the implementation process, the project encountered difficulties in terms of investment capital. Specifically, the total capital requirement for phase 1 of the project is about 1.2 trillion VND. This is a large capital source compared to the remaining reserve capital in the province's medium-term public investment plan for the period 2021-2025. Therefore, Dong Nai province has proposed the Central Government to support capital to implement the project.

On July 19, 2025, in the Decision on assigning additional development investment expenditure estimates and public investment plans of central budget capital in 2025 from the source of increased central budget revenue in 2024 to ministries, central agencies and localities signed by Politburo member and Prime Minister Pham Minh Chinh, the Long Thanh Airport Outer Boundary Drainage Project was officially allocated capital for investment implementation.

According to the Provincial People's Committee, in the total investment of more than 1.2 trillion VND in phase 1 of the Long Thanh Airport Outer Drainage Project, compensation and site clearance costs are nearly 460 billion VND; construction and equipment costs are more than 652 billion VND and the remaining costs are nearly 184 billion VND.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc said: According to the Prime Minister 's decision, the Long Thanh Airport Outer Boundary Drainage Project was assigned a capital source of 1.2 trillion VND for the locality to invest.

Accelerate project implementation

According to plan, Long Thanh Airport phase 1 will be basically completed by the end of 2025 and put into commercial operation in the first half of 2026.

At the working session on the progress of the Long Thanh Airport Project Phase 1 on August 2, Politburo member and Prime Minister Pham Minh Chinh requested that all items related to the project must be completed synchronously according to the set timeline to exploit the project most effectively.

Also at this working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc said: For the Long Thanh Airport Outer Drainage Project, the Provincial People's Committee is completing the investment approval documents and plans to allocate capital for investment preparation in September 2025. It is expected that in November 2025, the investment project approval documents will be completed. Dong Nai aims to complete and put this project into operation before September 2026.

Regarding the work of preparing the project investment policy documents, the Provincial People's Committee has assigned the Project Management Board of Region 5 to implement.

According to the leader of the Project Management Board of Region 5, after receiving the project investment policy dossier from the People's Committee of the old Long Thanh district, the unit has urgently completed and submitted it to the provincial departments and branches for comments. The Project Management Board of Region 5 is seeking comments from the Vietnam Airports Corporation (ACV) on the project investment policy dossier. After receiving all comments, the Project Management Board of Region 5 will complete the project investment policy dossier to submit to the competent authorities for approval.
