On the morning of September 2, a private source of VietNamNet reporter said that on August 31, the Investigation Police Agency of Van Yen District Police issued a decision to prosecute the criminal case of "Disturbing public order" that occurred at Km150 of Noi Bai - Lao Cai Expressway (in An Thinh commune, Van Yen district).
According to the police, based on the collected investigation documents, the actions of drivers Le Huu C. and Chu Viet C. constituted the crime of "Disturbing public order" as prescribed in Clause 1, Article 318 of the Penal Code.
Previously, on August 16, a clip appeared on social media recording images of two dump trucks continuously squeezing a car on the Noi Bai - Lao Cai highway.
Working with the authorities, driver Chu Viet C. (born in 1983, residing in Doan Hung, Phu Tho) confessed that at around 4:30 p.m. on August 16, the driver was driving a tractor trailer with license plate 19C-075.XX. At Km 153 of the Noi Bai - Lao Cai highway (direction Lao Cai - Hanoi ), the highway section limited to two lanes, with a solid yellow parallel line in the middle, when suddenly a small car with license plate 99A-531.XX overtook the right side of the car and cut in front of driver Chu Viet C's car.
Driver Chu Viet C. was upset and called driver Le Huu C. (born in 1975) driving the tractor trailer with license plate 19H-034.XX, who was with the support team, to stop the car to discuss right and wrong.
At Km149, driver Chu Viet C. drove car with license plate 19C-075.XX ahead, squeezing car with license plate 99A- 531.XX for about 300 - 400m, not allowing it to pass.
