
Prime Minister Pham Minh Chinh emphasized the need to unify awareness, strengthen determination, and more clearly define the responsibilities of all levels, sectors, and localities, and mobilize the joint efforts of the entire political system, community, and society in curbing and gradually pushing back toward a drug-free society, implementing the direction of General Secretary To Lam on building drug-free provinces and cities. "To build drug-free provinces and cities, there must be drug-free communes, wards, and special zones," the Prime Minister stated.
Prime Minister Pham Minh Chinh affirmed that drugs are a threat not only to each country, but also to all of humanity. There are currently more than 275 million people in the world who use and are dependent on drugs, and this number is expected to increase to 300 million by 2030. Illegal drug production, transportation, and trafficking activities worldwide are increasing in scale, with complex methods, causing great human consequences, seriously threatening the security, health, and socio -economic development of countries, posing many challenges to the prevention and control work of authorities and the whole society.
In Vietnam, in recent times, due to the direct impact of the drug situation in the world (especially the "Golden Triangle" area), the situation of drug crime and drug abuse continues to develop very complicatedly; methods and tricks are increasingly sophisticated, Vietnam is at risk of becoming a place for international drug production, storage and transportation and increasing domestic consumption.
Currently, the rate of drug addicts in our country's total population is 0.3%, although lower than the average rate of drug users in Southeast Asia (0.61%), drugs are still a direct threat to sustainable development, security, safety of the country, and the happy life of the people.
The number of drug addicts and illegal drug users tends to be younger, affecting the workforce, especially young and high-quality workers, and affecting productivity.
A large number of drug addicts living in society pose a high risk of crime and social order and security complications. According to the Ministry of Health, 75% of drug addicts often have mental symptoms, lose the ability to control their behavior, and pose a high risk of causing disorder.
The amount of money spent on drug use is estimated at about 11,000 billion VND per year; in addition, the State also has to invest a huge amount of money in drug addiction treatment, rehabilitation, management of addicts, illegal drug users and management of post-rehabilitation people.
Therefore, according to the Prime Minister, drug prevention and control is an urgent task of great significance to protect the peaceful life of the people, protect the happiness of each family, protect the healthy development of the race, contribute to ensuring security, order and sustainable development of the country in the new era, developing richly, civilized, prosperous and happy.
The Prime Minister requested the Ministry of Public Security to focus on directing efforts to strive to achieve the target of 20% of communes, wards, and special zones being "drug-free" by 2025, and by the end of 2030, at least 50% of commune-level administrative units nationwide being "drug-free", and 15-20% of provinces and cities being drug-free.
Regarding drug rehabilitation, the Prime Minister directed localities to focus on investing in drug rehabilitation facilities, ensuring that drug addicts do not have a place to go for rehabilitation (to be completed in 2026-2027). Synchronously implement vocational training solutions, preferential credit policies, loans, participate in social work, and support post-rehabilitation people.
