Improving access to legal aid services in drug prevention and control

(Chinhphu.vn) - In order to contribute to achieving the national goals of drug prevention and control by 2030, the Ministry of Justice focuses on improving access to legal aid services and legal education, ensuring the rights of violators, addicts and post-drug rehabilitation patients nationwide.

At the Conference on the implementation of the National Target Program on Drug Prevention and Control to 2030, on the morning of October 9, Deputy Minister of Justice Nguyen Thanh Ngoc said that in order to effectively implement the National Target Program on Drug Prevention and Control to 2030 in general and Project 8 "Improving access to and benefits of quality legal aid services and legal education in drug prevention and control" in particular, as soon as Decision No. 7619/QD-BCA dated September 8, 2025 of the Minister of Public Security was issued, the Ministry of Justice immediately organized the implementation of a number of tasks.

Specifically, assign the focal point to preside over and advise on the implementation of Program and Project 8 (Department of Dissemination, Legal Education and Legal Aid); plan the implementation goals and tasks and plan the allocation of funds for the tasks in 2026 and the period 2026-2030; propose indicators and forms for monitoring and evaluating Project 8.

"Currently, the Ministry of Justice is developing a Plan to implement the National Target Program, expected to be issued in October - November 2025. The development of the Plan aims to specifically identify implementation solutions, work content, deadlines, completion progress and responsibilities of relevant agencies, units and organizations in organizing the implementation of Component Project No. 8 of the National Target Program," said Deputy Minister of Justice Nguyen Thanh Ngoc.

To effectively implement Project 8, aiming to achieve national drug prevention and control goals by 2030, Deputy Minister of Justice Nguyen Thanh Ngoc said that the Ministry of Justice will focus on the following solutions:

Firstly, organize communication about the National Target Program in general and Component Project No. 8 of the Program in particular to raise awareness and responsibility of relevant agencies, organizations and individuals regarding legal aid and legal education in drug prevention and control, including integrating communication content into the Ministry of Justice's Communication Plan and promoting the organization of communication activities about the National Target Program and Component Project No. 8 according to the Plan.

Second, regularly review, perfect institutions and promptly guide the implementation of the contents that need to be implemented in Component Project No. 8 of the National Target Program, including reviewing and perfecting institutions, mechanisms and policies under the functions and tasks of central agencies to effectively implement Component Project No. 8 of the National Target Program; at the same time, develop and promulgate according to authority or develop and submit to competent authorities for promulgation regulations and instructions on organizing the implementation of Component Project No. 8 of the National Target Program, ensuring no overlap or duplication with other Programs, Projects, Schemes and regular tasks of ministries, central agencies and localities.

Third, fully and promptly deploy the tasks under the responsibility of the Project's component owner agency in Section 3, Part VII of the National Target Program issued with Decision No. 7619/QD-BCA dated September 8, 2025 of the Ministry of Public Security and relevant legal regulations including the subjects of monitoring, evaluating and planning central budget capital for the period 2025-2030 and annually...

Fourth, strengthen coordination with the Program Owner and relevant agencies and organizations. Assign tasks and responsibilities, ensure effective coordination between units under the Ministry, Departments of Justice of provinces and centrally run cities and other relevant units in organizing the implementation of Component Project No. 8 of the National Target Program nationwide; promptly resolve problems arising in implementation, ensure the completion of the set targets and tasks.
