According to Vice Chairman of the Provincial People's Committee Tran Anh Tuan, Head of the Board of Representatives of the Vietnam Bank for Social Policies (VBSP) Quang Nam branch, in the 10 years of implementing Directive 40, Party committees and authorities at all levels have attached importance to leadership and direction of policy credit activities.

The Provincial Party Committee, People's Council and People's Committee have directed functional agencies to integrate policy credit programs in line with the local socio -economic development orientation, accelerate the implementation of national target programs on sustainable poverty reduction, new rural construction, and development of ethnic minority and mountainous areas.

As of June 30, the total outstanding policy credit balance of Quang Nam reached 7,842 billion VND (an increase of 4,628 billion VND compared to 2014). The quality of policy credit has been maintained stably and sustainably. The whole province has 3 district-level units, 153/241 commune-level units and 3,271/3,407 savings and loan groups with no overdue debt.

By June 30, the total local budget capital transferred to the Social Policy Bank reached 772.6 billion VND (an increase of 697.8 billion VND compared to 2014, accounting for 9.8% of total capital, an average growth rate of 25.7%).

The Vietnam Bank for Social Policies, Quang Nam branch, has coordinated with local authorities and socio -political organizations to mobilize resources to supplement capital sources.

Total policy capital mobilized through organizations, individuals and savings and loan groups reached 1,248.7 billion VND (an increase of 1,109.7 billion VND compared to 2014).

The structure of policy credit capital sources has changed in the direction of "diversifying resources" with the motto "State, enterprises and people work together".

The Front and socio-political organizations focus on propagating and disseminating the Party and State's policies on policy credit to all classes of people; improving the effectiveness of supervision over policy credit.

Farmers', veterans', women's, and youth associations closely coordinate with the Vietnam Bank for Social Policies and local authorities to focus on guiding and evaluating loan applicants; urging debt collection on time, consolidating and improving the quality of policy credit.

Achievements

Directive 40, which has been implemented in the province for the past 10 years, has affirmed its role as a “compass” for policy credit activities. It is a bridge for credit disbursement, a lever to promote and closely connect the Party - people - government in the cause of sustainable socio-economic development.

Ms. Bui Thi Tuyet Nhung - Director of Best One Cooperative (An Phu ward, Tam Ky) said that on the journey of starting a business, she always recognized the companionship of policy credit.

Access to preferential loans and other resources has helped her invest in factories, machinery, and modern technology to process products from noni fruit.

Up to now, Best One's OCOP products of dried noni slices, noni powder, noni tea bags, noni pills, fresh noni soaked in honey, noni juice, pineapple noni juice, noni wine... are available in Da Nang City, Ho Chi Minh City, Hanoi... and are penetrating foreign markets.

Mr. Tran Trung Hau - Vice Chairman of Tam Ky City People's Committee, Head of the Board of Directors of Tam Ky City Social Policy Bank said that Directive No. 40, which has been implemented in the area over the past 10 years, has truly fundamentally changed the awareness of policy credit of Party committees, authorities, each Party member and the people.

The entire political system has strongly participated in creating unity and consensus in the whole society in implementing policy credit. Thereby promoting sustainable poverty reduction, building new rural areas, developing human resources, ensuring social security, political stability and promoting local socio-economic development.

Mr. Le Hung Lam - Director of the Bank for Social Policies, Quang Nam branch, said that by June 30, the total preferential loan turnover over 10 years of implementing Directive 40 reached 15,362 billion VND with nearly 410 thousand poor, near-poor and policy households receiving loans.

Notably, 135,000 households have overcome the poverty threshold; attracted and supported job creation for nearly 68,000 workers; 30,000 students in difficult circumstances have received loans for their studies; 107,000 clean water and rural environmental sanitation works have been built...

"After 10 years of implementation in the province, Directive 40 affirms the correct policy of the Party and State, meets the aspirations of the people, and strengthens the people's trust," said Mr. Lam.
