Expectations for Ho Chi Minh City's development orientation in the new era

Strong innovation and creativity

From the early morning of October 12, delegates attending the 1st Ho Chi Minh City Party Congress were divided into groups to experience metro line 1 Ben Thanh - Suoi Tien; visit and learn at Zalo headquarters, Ho Chi Minh City Museum of History, Becamex Binh Duong Industrial Park, Binh Duong Ward Exhibition Center, Naval Region 2 Command, Gemalink Port, Phu My 3 Specialized Industrial Park...

At VNG Corporation, delegates were introduced to Vietnam's leading technologies. This is one of the City's typical technology enterprises in digital transformation and sustainable development. Many products developed by VNG's engineering team have become important digital infrastructure platforms such as Zalo, Zalopay, international standard data centers, etc.

Mr. Le Hong Minh, Founder and Chairman of the Board of Directors of VNG, said: “VNG is a group of young people who are passionate about technology. One of the things that VNG is proud of is that Ho Chi Minh City has supported and created a foundation for us to grow from a small business with 5 people in 2004 to a global technology company with 4,000 employees in 10 offices in Asia. VNG aims to enter the global market strongly.”

In 2024, VNG will rank 29/100 of the largest private enterprises paying the budget in Vietnam, with a total tax payment of 1,588 billion VND. With the merger of Ho Chi Minh City and new projects such as the International Financial Center, VNG has been researching new development areas, investing in global Fintech companies, expanding the AI sector to continue bringing technology to the lives of Vietnamese people and businesses, entering a new era.

Expecting that the 1st City Party Congress will have many projects, policies and resolutions to create conditions for young people to participate and actively contribute to new policies to develop the City in the new era of the nation, Comrade Ngo Minh Hai, Secretary of the Ho Chi Minh City Youth Union shared: "When visiting VNG Company, I personally saw that the creativity of young people is really strong and always enthusiastic. On that basis, the City Youth Union will continue to promote the creative startup movement, especially innovation to create development in the future; apply AI technology achievements to help young people start businesses, develop and become leading young businesses in the startup communities of Southeast Asia as well as Asia".

In Binh Duong area, delegates learned about the transportation system and industrial infrastructure, with successful models such as: VSIP Industrial Park, My Phuoc, Binh Duong Industrial, Urban and Service Complex...; visited Vinamilk Dairy Factory in My Phuoc 2 Industrial Park (the largest factory in the system of 4 factories of Vietnam Dairy Products Joint Stock Company) and the Industrial Investment and Development Corporation (Becamex IDC).

According to Mr. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC Corporation, this is a strategically located area, playing the role of a gateway connecting the Southeast provinces, and has been identified in Resolution 24-NQ/TW of the Politburo and the planning orientations of the City in the coming time. On the basis of existing infrastructure, Becamex will continue to build new generation industrial parks in line with the spirit of Resolution 57-NQ/TW, creating conditions for enterprises in the area to innovate technology, improve production efficiency, and move towards a development model based on science and technology to overcome the "middle-income trap" with Ho Chi Minh City.

Expressing his agreement with the breakthrough goals in the draft Resolution of the City Party Congress, Mr. Nguyen Van Hung said that Becamex has also proposed many large programs and projects. He hopes that the City will continue to trust and assign tasks to Becamex and large enterprises to join hands in developing solutions to remove infrastructure bottlenecks and create new growth momentum.

Comrade Van Thi Bach Tuyet, Deputy Secretary of the City Party Committee, Head of the Organizing Committee of the Ho Chi Minh City Party Committee, highly appreciated the contributions of enterprises to the development of traffic, industrial and urban infrastructure of Binh Duong (old) over the past years. She hoped that enterprises would research and propose more mechanisms and policies to promote the private economic sector, creating conditions for private enterprises to promote their role in the economic development of the City.

Participating in this meaningful activity before the Congress, Secretary of the Xuan Hoa Ward Party Committee Nguyen Thanh Xuan assessed that this is a Congress with a strong spirit of innovation and creativity. Through visiting economic development models, the delegates have more confidence in the potential of the new Ho Chi Minh City. Comrade Nguyen Thanh Xuan believes that with a team of dynamic and creative cadres, the City has the capacity to carry out key projects and take better care of social security, towards the goal of sustainable development and improving people's lives.

Exploiting great potential

Ba Ria - Vung Tau is a typical area in the field of seaports and logistics and is a concrete demonstration of the dynamic and effective participation of the private economic sector in the implementation of Resolution 68-NQ/TW of the Politburo in the city. Prominent among them is Gemalink Port, the leading modern deep-water container port in the region, playing an important role in connecting international goods, in line with the orientation of building Ho Chi Minh City into a logistics center of the region and the whole country.

Put into operation in 2021, Gemalink Port is a joint venture between Gemadept Vietnam Group and the world's second largest shipping company, CMA-CGM of France, with an investment capital of 340 million USD in phase I. The port is currently continuing to invest in phase II, expected to be put into operation in 2028 and will become the largest deep-water port in the country with an operating capacity of 3 million TEU/year.

From the actual visit and study of typical models, according to the Party Secretary of Ngai Giao Commune, Nguyen Duc Tan, after the merger of the three localities, it is clear that the regional connection is very correct. That is the policy of the Party and State that brings development to the locality. The potential of the new Ho Chi Minh City is very good, if in the coming time, the transportation system is properly invested, the City will have remarkable development.

Not far from Gemalink Port is Phu My 3 Specialized Industrial Park, the only specialized industrial park in Vietnam. The industrial park has a scale of nearly 1,000 hectares, established in 2014 based on a cooperation agreement between the Government of Vietnam and Japan with the aim of attracting Japanese enterprises to promote the development of Vietnam's industry.

Ms. Nguyen Thi Thao Nhi, Chairwoman of the Board of Directors, General Director of Thanh Binh Phu My Joint Stock Company (investor) informed that this is also a model, smart industrial park with ecological orientation, industrial symbiosis and application of information technology in management and operation, contributing to the sustainable development of the regional economy, realizing green energy and ESG (Environment - Society - Governance) standards...

The area is very conveniently located near Cai Mep - Thi Vai deep-water seaport, Long Son Petrochemical Complex, PP Production Plant and Hyosung LPG Underground Storage; PV GAS liquid cargo port warehouse and Cai Mep Ha logistics area warehouse system. With its available advantages, this Industrial Park is an attractive industrial development area that not only attracts industries using LNG/LPG raw materials but can also attract industries producing plastics, chemicals, basic raw materials, post-petrochemical manufacturing, industries using liquid fuels, etc.

Standing Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Tho highly appreciated the implementation process and development orientation of Phu My 3 Specialized Industrial Park. The leaders of the City People's Committee hope that the investor will continue to research and pay more attention to the development orientations in the coming period of Ho Chi Minh City; thereby continuing to update and include them in the development programs and strategies of the enterprise...

According to Mr. Nguyen Van Tho, through listening to reports and visiting some circular economic models, factories, and infrastructure in the Industrial Park, delegates will have more perspectives and practical thinking associated with the orientation and goals set by the 1st City Party Congress, term 2025-2030; thereby contributing to the development of a practical and visionary Resolution of the Congress.

Organizing delegations to visit typical socio-economic development models is a good way, demonstrating the innovative thinking of Ho Chi Minh City in the new development stage. Each region has its own strengths, through this activity, delegates will have a clearer picture of the scale, structure, identity and potential of Ho Chi Minh City after the merger.
