As a teacher with nearly 50 years of experience in the education and training sector of my province (from Minh Hai province to Ca Mau province today), although I have been retired for more than 10 years, I still have full faith and hope in the comprehensive development of my homeland. In particular, I hope that education - the foundation of all social progress, will have strong breakthroughs, contributing to the creation of high-quality human resources , serving the long-term sustainable development of the province.

Post-merger advantages - Opportunity for a new vision

The 1st Congress of the Ca Mau Provincial Party Committee is an important milestone that opens a new development journey in the open space of the southernmost land of the Fatherland. I believe and expect that the congress will propose strategic and feasible decisions that are worthy of the potential, advantages and aspirations of the province after the merger.

Ca Mau has 3 sides facing the sea, is the gateway connecting the Southwest and Southeast regions with international shipping routes. This is a prominent advantage for developing the marine economy , renewable energy , aquaculture and seafood processing, expanding trade by road, sea and air. The North - South expressway extending to Dat Mui, deep-water seaport, sea bridge connecting Ca Mau Cape - Hon Khoai and the expansion of Ca Mau airport will create strong development momentum.

Along with that is the unique forest-marine ecosystem, including mangrove forests, brackish water forests, Mui Ca Mau Biosphere Reserve recognized by UNESCO including Mui Ca Mau National Park, U Minh Ha National Park and part of the protective forests along the West Sea; Hon Khoai and Hon Chuoi island clusters... This is a valuable foundation for developing a green economy, a circular economy, linking nature conservation and rational exploitation of resources, in line with global development trends and Vietnam's international commitments on green growth and sustainable development.

In that picture, education and training is the "key" to open the door to the future. Every socio-economic development strategy, every great aspiration needs to be nurtured by high-quality human resources, with intelligence, courage and a desire to contribute. After the merger, Ca Mau's education and training has more favorable conditions when it has a full national education system from kindergarten to university. This is an opportunity for the province to exploit and promote its potential effectively, while removing "bottlenecks" to develop high-quality human resources, meeting the development requirements of key areas such as marine economy, renewable energy, processing industry, services and tourism.

In particular, it is necessary to link these solutions with the implementation of Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development in the new period.

Proposing 4 breakthroughs

I hope that the congress will pay more attention to the comprehensive development strategy of education and training in the province. This is not only an internal requirement of the province, but also in line with the spirit of Resolution No. 71-NQ/TW. I would like to propose 4 breakthroughs:

Firstly, focus on training high-quality human resources to serve three strategic pillars: Marine economy and high-tech fisheries; Clean energy, renewable energy; Infrastructure, tourism services and logistics.

Second, forming a regional training center in the old Bac Lieu - Ca Mau area, taking Bac Lieu University as the core, calling for cooperation with prestigious universities that have been associated with the province. Arranging and consolidating the system of colleges, vocational schools and the Provincial Political School. Aiming to build Bac Lieu University into a model of "innovative university", "new generation university of technology", "coastal university" with key training majors such as aquaculture, renewable energy, tourism - administration, logistics, applied information technology.

At the same time, it is necessary to cooperate with Can Tho University, Ho Chi Minh City National University, Binh Duong University and other educational institutions to form a "Regional Cultural - Training Center", "Young Talent Incubator for Startups", a place to both train human resources and preserve and promote the cultural values ​​of the South, organize international events and seminars on marine economy, river culture, folk music, amateur music, cuisine and eco-tourism, spirituality; expand international cooperation, postgraduate training.

Third, develop programs to foster leadership, management and governance capacity for key staff inside and outside the education sector. The congress needs to emphasize the task of improving professional capacity, training the spirit of innovation, daring to think, daring to do, associated with a mechanism to protect dynamic and creative staff. This is a key factor to overcome the mentality of "fear of mistakes, avoidance", "not daring to do, not daring to decide", which are limitations that have been clearly stated in the draft political report of the congress.

Fourth, promote digital transformation in teaching and learning, in the management of cadres, civil servants, public employees, students. The application of digital technology and artificial intelligence will create a breakthrough in the quality of education, forming a workforce with digital skills, meeting the requirements of the new era.

“ I believe that the delegates attending the Congress, the excellent Party members representing the Party, State, Front and mass organizations, will promote a high sense of responsibility, concentrate their intelligence, democratically discuss, select and vote to pass correct and strategic decisions. The Provincial Party Executive Committee for the 2025-2030 term will certainly have enough courage, intelligence, vision and enthusiasm to bring the Congress Resolution into life.

After the Congress, the new confidence and spirit will spread widely throughout the entire Party, people and army. Each cadre, party member, soldier and citizen, especially intellectuals, artists, teachers, students and pupils, will continue to be pioneers, constantly learning, creating, contributing, and contributing to building an increasingly prosperous and beautiful homeland.

The road ahead is full of difficulties and challenges, but with the steadfast belief in the Party's leadership, the people's aspirations to rise up, and the spirit of daring to think and dare to do of the Provincial Party Executive Committee, I believe that Ca Mau will make a strong breakthrough, realize the development aspiration, and contribute to the whole country's rise in the new era of the nation./.
