That was the direction of comrade Nguyen Minh Luan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, at the meeting of the Steering Committee to implement the Project of teaching 2 sessions/day, organizing boarding schools and building new and repairing toilets in public educational institutions in the province (referred to as the Project) on the morning of October 7.

Comrade Nguyen Minh Luan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, emphasized the key issue at the meeting.

Synchronous investment, improving teaching and learning quality

The project to organize 2 sessions/day, semi-boarding for public preschool and general education levels was approved by the Chairman of the Provincial People's Committee in Decision No. 0797/QD-UBND dated August 29, 2025, with a total budget of more than 942 billion VND. The project includes the following items: construction of classrooms, semi-boarding rooms, dining halls, restrooms and equipment procurement.

Representatives from relevant departments, branches and units attended the meeting.

The goal for the 2026-2027 school year is to organize 100% boarding for preschool children, while basically meeting the boarding needs of primary school students at qualified schools. In the next phase, by the 2028-2029 school year, the province strives to have 100% of public preschool and general education facilities organize 2 sessions/day, with a synchronous system of facilities and equipment and a fully recruited team of teachers and staff.

According to the report, up to now, 100% of preschool schools have organized 2 sessions/day (196/196 schools), of which 96% have organized boarding schools. At primary level, the rate of 2 sessions/day is 96.3%, the rate of boarding schools is 9.23%. For secondary schools, more than 32% of schools organize 2 sessions/day; and high schools reach 61.54%.

Dr. Le Hoang Du, Deputy Director of the Department of Education and Training of the province reported on the progress of the implementation of the Projects.

At the same time, the Provincial People's Committee also implemented the Project to build new and repair toilets in public schools until 2027. The whole province needs to build 188 new toilets at 144 schools and repair 366 toilets at 175 schools, contributing to improving the learning environment and ensuring living conditions for students.

Solving difficulties and ensuring learning conditions for students

In addition to the achieved results, the implementation of the Projects still faces difficulties and obstacles such as: some schools do not have kitchens, lack of classrooms, lack of teachers and staff for boarding services. Particularly for the Project on building new and repairing toilets, many localities have not been allocated capital for implementation.

Vice Chairman of Tan An Commune People's Committee Nguyen Van Linh shared the difficulties and problems in the process of implementing the Project.

Speaking at the meeting, comrade Nguyen Minh Luan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee emphasized: "These are projects of practical significance, directly affecting the quality of education and learning conditions of students. The education sector needs to review the network of schools, especially primary and secondary schools; places with few students should gradually merge to concentrate resources and improve teaching quality."

Schools that lack or are cramped for classrooms should be proposed for expansion or new construction in a timely manner. The Department of Education and Training will preside over the organization of recruitment exams. While waiting for recruitment, localities need to be flexible in contracting and increasing teaching hours so as not to interrupt teaching activities. The mobilization and arrangement of teachers must be carried out in accordance with reality, ensuring efficiency and stability throughout the sector.
