The campaign to enrich and clean up land data is being implemented nationwide by the Ministry of Natural Resources and Environment in coordination with the Ministry of Public Security and localities, aiming to complete the national land database, ensuring "correct - sufficient - clean - living - unified - shared". This is a concrete step to realize the major policies of the Party and State on digital transformation, towards a modern, transparent, people-centered land administration.
Platform to serve people faster, more transparently
Over the years, the Party and the State have always considered the construction of a national land database as one of the six key foundations for the development of e-Government, towards digital Government, digital economy and digital society. Connecting and sharing data between ministries and branches will innovate management methods, improve operational efficiency, and promote socio-economic development.
Resolution No. 57 of the Politburo on the development of science, technology, innovation and national digital transformation has emphasized the role of data in modern governance. The Government aims that by 2026, 100% of national databases must be reviewed, standardized, ensuring connectivity, sharing, integration, serving administrative procedure reform and providing online public services.
According to Mr. Mai Van Phan, Deputy Director of the Department of Land Management, Ministry of Natural Resources and Environment, building a national database on land is an important foundation for authorities at all levels to serve people faster and more transparently.
In the context of reorganizing the 2-level local government model, complete and accurate land data will help local authorities have the tools to handle administrative procedures right at the commune, ward, and town level. People no longer have to travel much, and records are processed electronically, saving time and costs.

Completing the land database not only serves transparent and effective State management but also directly benefits people and businesses. When the data is “correct – sufficient – clean – alive”, land procedures are processed under the one-stop mechanism at the National Public Service Portal, helping to reduce time and costs, while increasing transparency and accountability.
Citizen participation is key
Mr. Phan said that the participation and companionship of the people in providing, reviewing, supplementing and verifying information with the management agency is very valuable. This is an important step for the State and the people to work together to complete the national database on land, better serving the settlement of administrative procedures and other online public services in the electronic environment.
For a long time, information on land users, including data on land plots and personal information, has been formed over many different periods with uneven levels of standardization. In addition, people arbitrarily transact or transfer by handwritten documents, without completing the procedures for changing names, inheritance, etc., causing data to be incorrect and inconsistent. Therefore, people directly providing and authenticating information is a key factor to "correctly" and "clean" the national database on land.
To declare information, people only need to provide a copy of the land use right certificate and citizen identification card when requested by the working group, no notarization is required.
Notably, the Ministry of Public Security is coordinating with the Ministry of Natural Resources and Environment to develop a utility on the VNeID application, allowing people to self-provide, check and authenticate information on land and housing owners through the National Population Database. This helps people to declare conveniently, reduce paperwork and ensure information safety and security.
Since the plan was issued, the two Ministries have built a system of guidance documents and unified business processes for localities, while requiring absolute safety and security during the data collection process.
