Provincial People's Committee leaders periodically receive businesses in September

On the morning of September 26, Comrade Nguyen Cao Son, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee chaired the regular September meeting to consider proposals and recommendations from enterprises and cooperatives. At the meeting, Mr. Tran Van Tuan, the project owner of the investment project to build a cargo loading and unloading wharf in Gia Trung commune (Gia Vien) proposed: The investment project to build a cargo loading and unloading wharf in Gia Trung commune was approved in principle in Decision No. 898/QD-UBND dated July 27, 2020 of the People's Committee of Ninh Binh province. However, as of August 19, 2024, I have not yet been allocated land to implement the above project. Therefore, I propose that the Provincial People's Committee and Gia Vien District People's Committee create conditions to allocate land to me so that the project can soon come into operation.

Mr. Dinh Van Giang, Director of Kim Trung Agricultural and Aquatic Service Cooperative, Kim Trung Commune, Kim Son District, has 2 proposals: First: Propose to issue and change the Land Use Right Certificate from sedge land to aquaculture land for households in Kim Trung and Kim Hai communes. Second: Currently, aquaculture is developing strongly in the area outside Binh Minh II dike, especially in the production of mollusk seeds. Propose that the competent authority soon have a plan to issue land use right certificates and allocate land in the area outside Binh Minh II dike so that people can feel secure in production.

The opinions and recommendations of the two enterprises were analyzed, clarified and answered by the Vice Chairman of the Provincial People's Committee and relevant departments, branches and localities at the working session on the basis of current legal regulations.

Regarding the proposal to allocate land for the investment project to build a cargo loading and unloading wharf in Gia Trung commune, Vice Chairman of the Provincial People's Committee Nguyen Cao Son assigned Gia Vien district to update the land list to submit to the District People's Council to include in the 2025 land use plan for approval at the meeting. At the same time, the project owner works with the Department of Planning and Investment to complete the procedures for extending and adjusting the project. The Department of Planning and Investment needs to guide the investor to complete the paperwork procedures to soon put the project into operation.

Regarding the request to grant certificates and transfer the right to use residential land and sedge land from 2003 to present of households that have not changed and are still in the same status, Vice Chairman of the Provincial People's Committee Nguyen Cao Son assigned Kim Son district to consider and grant certificates to eligible households on the basis of maintaining the previous status. For households that carry out land consolidation, the district will approve the results of land consolidation and will carry out procedures to grant certificates of conversion to aquaculture for households after the results of land consolidation are approved.

Regarding the proposal to issue land use right certificates and allocate land outside Binh Minh II dike, it is currently not feasible because it is still waiting for the Provincial People's Committee to approve the district's zoning plan. After the zoning plan is approved, it will attract investment. On that basis, production households in need will register to be guided in setting up investment projects to rent land. For now, this area has not been planned yet, so it is not possible to organize for households to rent for investment in production. If people continue to have the need to raise aquatic products, after the contract is terminated, they will have to return the land to the district. Then, people will set up an investor's project to rent land to invest in aquaculture to be granted an investment certificate for production.
