Ninh Binh strives to achieve budget revenue of over 110,000 billion VND by 2030

After 2 days of serious and urgent work, on the afternoon of October 1, the Ninh Binh Provincial Party Committee completed the contents and programs set out and closed the 1st Congress of Delegates, term 2025 - 2030.

At the closing session, the Politburo and Secretariat's decisions on personnel work were announced; Comrade Nguyen Anh Tuan (Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission for the 2020-2025 term) was appointed as Chairman of the Provincial Party Committee's Inspection Commission for the 2025-2030 term; 5 Vice Chairmen of the Provincial Party Committee's Inspection Commission and 7 members of the Provincial Party Committee's Inspection Commission were appointed. The provincial Party delegation attending the 14th National Congress of the Party consisted of 54 official delegates and 6 alternate delegates.

The Congress reported on the synthesis of delegates' comments on the draft documents of the 1st Ninh Binh Provincial Party Congress, term 2025 - 2030; and on the synthesis of delegates' comments on the draft documents to be submitted to the 14th National Party Congress.

According to the Resolution of the 1st Congress, term 2025 - 2030, the Ninh Binh Provincial Party Committee aims to promote potentials, advantages, resources, driving forces, breakthrough growth according to the new growth model; strives to become a centrally-run city by 2030, with modern industry, high-quality tourism services, green urban areas associated with heritage, among the leading localities in the country in terms of growth rate and per capita income. The locality establishes the position and role of a national and international tourism center; a center for training high-quality human resources; a center for medical and health care; an important high-tech industrial center of the inter-region and the country with pillars of automobile mechanics, information technology, electronics industry, processing, manufacturing, energy industry, green materials. The province harmoniously combines the preservation of cultural heritage, environmental protection with economic growth, green transformation, digital transformation...

The Congress identified 7 key tasks, 3 breakthroughs and 22 main targets covering all economic - cultural - social fields, Party building, and political system building. In particular, the average GRDP growth rate reaches at least 11%/year; GRDP per capita at current prices by 2030 reaches at least 180 million VND. By 2030, the local budget revenue will reach over 110,000 billion VND; export turnover will reach over 40 billion USD; the number of tourists will reach over 30 million; the urbanization rate will reach 60.1%; the investment and construction of 25,300 social housing units will be completed; the poverty rate according to multidimensional standards for the period 2025 - 2030 will be below 1%. Ninh Binh strives to be one of the 10 provinces and cities with the highest human development index (HDI) in the country; The annual rate of new party members reaches 3% of the total number of party members of the Party Committee; the rate of grassroots party organizations and party members evaluated and classified as having completed their tasks well or better reaches over 90%.

Comrade Dinh Thi Lua, Standing Deputy Secretary of Ninh Binh Provincial Party Committee delivered the closing speech of the Congress.

In her closing speech at the Congress, Standing Deputy Secretary of the Provincial Party Committee Dinh Thi Lua emphasized that the Congress had focused its intelligence, discussed enthusiastically, democratically contributed opinions and unanimously approved the Political Report, the Review Report of the Provincial Party Executive Committee for the 2020-2025 term; the Report synthesizing opinions participating in the draft Political Report and the draft Action Program to implement the Resolution of the Provincial Party Congress, term 2025-2030.

The Congress unanimously affirmed the important and relatively comprehensive results achieved by the people of the province in the past term; pointed out the limitations, weaknesses, causes and drew lessons in leading and directing the implementation of the Resolution for the 2020-2025 term.

The Congress respectfully thanks the attention and close direction of the Politburo, the Secretariat and especially comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, who directly attended and delivered an important speech directing the Congress.
