Lao Cai: Proactively responding to storm No. 11, floods and landslides

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 11 will continue to cause heavy rain in the Northern region, including Lao Cai province. Therefore, to be ready for response work, ensuring the safety of people's lives and property, Lao Cai Provincial Party Committee has directed to focus on responding to the storm and post-storm circulation.

Lao Cai Provincial Party Committee requests: Party committees at all levels, the Government, the Vietnam Fatherland Front and socio- political organizations of the province, and members of the Provincial Party Committee to thoroughly grasp and seriously and effectively implement the directions of the Secretariat and the Prime Minister's telegram; strengthen supervision, inspection, and response to storm No. 11 and post-storm circulation according to the "4 on-site" motto.

Clearly recognize the extremely dangerous nature of storm No. 11 when natural disasters overlap natural disasters and risks (storms, floods, flash floods, landslides) to have plans and solutions to respond decisively, proactively, promptly, effectively, and appropriately to the situation in each locality and at each time, ensuring the safety of people's lives and property and state assets.

Party committee leaders and heads of agencies and units must not be negligent or subjective, regularly monitor, update, and grasp the developments of the storm and the situation in the locality; focus on leadership, direction, review, and update plans, be ready to immediately deploy response measures with the most drastic spirit, proactively from early on, from afar, prepare response measures at the highest level, ensure the safety of people's lives, and minimize damage.

Mobilize maximum forces and means of agencies, organizations and people to participate in responding to storm No. 11. Strengthen the communication network from the province to the grassroots, ensure two-way information, smooth in all situations and timely reporting for effective handling when the storm passes.

Strictly implement the on-duty, information and reporting regime as prescribed. Urgently focus on overcoming landslides on traffic routes affected by storm No. 10, ensuring smooth traffic in the province.

Prepare forces, vehicles, and equipment in key areas at risk of being isolated to promptly access and deploy rescue operations as soon as a bad situation arises.

Regularly monitor closely the direction of movement and impact of the storm; direct the Provincial Civil Defense Command to regularly inspect, direct, and urge the work of prevention, response, and recovery, ensuring timely implementation of effective prevention and response measures before, during, and after the storm and its circulation.

There must be a plan for flood discharge. Before releasing flood water, it is necessary to promptly notify the authorities and people according to regulations to proactively respond and evacuate people and property.

Continue to direct the inspection and review of residential areas along rivers, streams, low-lying areas, at risk of flooding, flash floods, and landslides; organize the relocation and evacuation of people to safe places, especially areas that have experienced heavy rain in recent days, and areas at high risk of landslides.

Prepare logistics, finance, equipment, vehicles, food, medicine... to be ready to implement the "4 on-the-spot" motto in responding to storms and floods.

Proactively develop plans to ensure emergency care, transportation, and treatment for people; prevent people from going hungry, cold, or without shelter...
