The main development goal of the Southern Hai Phong Coastal Economic Zone is to maximize the advantages of its international gateway location, industrial development foundation, and seaport services in connecting the economy, trade, and services with neighboring and international areas.

Closely combine investment attraction and economic development with ensuring national defense and security, preserving and promoting the value of marine ecosystems, historical and cultural relics, and ensuring social security.

Building and developing the Southern Hai Phong Coastal Economic Zone into a comprehensive, multi-industry, multi-functional coastal economic zone, following the model of green growth, circular economy, and sustainable development. Focusing on the fields of high-tech industry, port services and modern logistics.

The new economic zone is the main driving force for economic growth in Hai Phong City with synchronous infrastructure, transparent, open and favorable investment and business environment. Hai Phong Southern Coastal Economic Zone is deployed in 5 districts: Do Son, Kien Thuy, Tien Lang, An Lao, Vinh Bao.

Accordingly, from now to 2025, a general plan for the Economic Zone will be established and submitted to competent authorities for approval; a functional zoning plan will be established and approved in the economic zone; and a number of traffic infrastructure and technical infrastructure projects will be invested.

In the period of 2026 - 2030, investment will be deployed to build functional areas in the economic zone; Nam Do Son port projects, urban development projects, technical infrastructure projects inside and outside the fences of industrial parks and industrial clusters, road traffic projects, social housing and other social infrastructure works. The remaining investment items will be deployed in the period after 2030.

The Ministry of Natural Resources and Environment noted to monitor and inspect compliance with regulations on environmental protection, principles and regulations on sea encroachment activities, regulations of the law on forestry, land and indicators for land use conversion.
