Storm Matmo Prevention: Hai Phong and Quang Ninh Issue Sea Bans

Hai Phong city and Quang Ninh province have banned sea travel to prevent storm No. 11 (storm Matmo).

On the afternoon of October 4, the Hai Phong City Civil Defense Command announced a ban on tourist vessels, fishing vessels, and boats going out to sea; tourism and entertainment activities in sea and island areas; exploitation, aquaculture, fishing and other activities in estuary, coastal and offshore areas from 5:00 p.m. on October 4, 2025.

The Hai Phong City Border Guard Command, the People's Committees of coastal communes and wards, and special zones regularly notify and call on ships operating at sea; workers on aquaculture cages and watchtowers; use all measures to move to safe shelters; arrange to avoid collisions and sinking of ships at anchorages; these tasks must be completed before 7:00 p.m. on October 4, 2025.

At the same time, resolutely prevent and not allow fishing boats and inland waterway vehicles that have entered shelters to operate during periods of strong winds and big waves (if necessary, apply coercive measures).

In addition, the City Border Guard Command directed border stations along the sea and islands to fire signal flares to call ships to take shelter according to regulations; and prepare plans to mobilize and use ship CN-09 and other means to participate in search and rescue when requested.

Also on October 4, the Department of Agriculture and Environment of Quang Ninh issued a document announcing the temporary suspension of ship licensing.

Accordingly, to ensure safety for vessels operating in Quang Ninh waters, the Department of Agriculture and Environment requests the Department of Construction, Quang Ninh Maritime Port Authority, Inland Waterways Port Authority, and People's Committees of coastal localities to temporarily stop granting licenses for watercraft to go to sea.

Consider allowing ships to return to shelters, anchor, and complete this work before 12:00 on October 5. Temporarily suspend granting licenses for sightseeing and accommodation activities at sea.

Temporary suspension from 8am on October 5. License suspension ends when there is the final bulletin on storm No. 11.
