At the meeting, Vice Chairman of Hai Phong City People's Committee Tran Van Quan requested the Department of Agriculture and Environment to organize 24/24 duty, mobilize all forces to inspect and monitor the system of 43 dikes with a total length of 790 km, especially 75 key points. Localities must organize patrols and guard dikes according to the alarm level, proactively drain buffer water, prepare materials and means according to the "four on-site" motto.
The Military Command and the City Police are ready with forces and means for rescue; the Border Guards are informing and counting all boats, and guiding fishermen to safe shelters. At the same time, the Department of Industry and Trade must ensure electricity and essential goods; the Department of Construction is trimming trees and inspecting constructions at risk of being unsafe; the Department of Health is preparing medicines, emergency plans, and evacuating patients when necessary.
The Vice Chairman of the City People's Committee emphasized the consistent spirit of "no surprises, no loss of life and property", requiring localities to promptly report, quickly handle all situations, and ensure absolute safety for people in all developments of storm No. 11.
According to the report of the Department of Agriculture and Environment of Hai Phong city, by 12 noon on October 4, the department had mobilized 160 specialized dike management officers to inspect all 43 dike routes in the city with a total length of 790.1 km, including 58.2 km of sea dikes, 127.9 km of river mouth dikes and 604 km of river dikes. The city currently has 75 key vulnerable locations, all of which have had specific protection plans developed by communes and wards. Irrigation construction companies have prepared plans to drain water, lower the buffer water level, and protect agricultural production when heavy rains occur.
Regarding agricultural production, Hai Phong has more than 80,700 hectares of seasonal rice, 23,900 hectares of aquaculture, 10,662 cages and rafts on rivers and seas, and nearly 4,000 livestock farms. The Vice Chairman of the City People's Committee requested localities and functional agencies to urgently drain buffer water, reinforce barns, brace factories, and ensure safety for people and property in areas at risk of flooding.
Regarding boats, the Hai Phong Border Guard has completed the counting and notified 1,603 vehicles with 4,488 workers, along with 171 rafts and 3 watchtowers of the storm's direction of movement so that they can proactively take shelter safely. By 11:00 a.m. on October 4, all boats in the area had been contacted, and no more vehicles had lost connection.
Along with that, the City Police deployed forces to ensure security and order, ready to support the evacuation of people in riverside, coastal and aquaculture areas; the City Military Command prepared adequate means, forces and materials for rescue and relief, coordinated with the police and border guards in emergency situations. The Hai Phong Economic Zone Management Board reviewed and strengthened measures to prevent and combat flooding in Trang Due, Nam Cau Kien and Dinh Vu - Cat Hai industrial parks; the Department of Construction directed tree trimming, inspected high-rise buildings and drainage systems; the Department of Industry and Trade ensured power, water and essential goods sources, and stabilized market prices.
The Department of Health has arranged a permanent emergency force, prepared medicine, means of transport and is ready to evacuate patients when necessary; the Department of Education and Training has checked facilities, reinforced classrooms, and is ready to let students stay home when the weather is bad. At tourist areas, by noon on October 4, Cat Hai special zone had 4,557 guests staying (3,115 international guests), Do Son ward had 559 guests (24 Chinese guests), all accommodation facilities have been notified to proactively plan transportation, ensuring safety for tourists.
