(BGDT) - After nearly a year of implementing the "one-stop electronic tax system", tens of thousands of records determining financial obligations regarding land of households and individuals have been resolved in the electronic environment, creating convenience for households and individuals.
Reduce application processing time from 3-5 days
From August 15, 2022, the Department of Natural Resources and Environment (DONRE) and the Provincial Tax Department signed a coordination regulation on electronic information transfer to determine financial obligations on land of households and individuals.
Accordingly, land registration files of households and individuals have been electronically transferred by the branch of the land registration office (LRO) to the tax departments of districts and cities in the province; the tax departments also send financial obligation notices to the LRO via electronic means.

After nearly a year of implementing this coordination regulation, although the compatibility between the software applications of the two tax and natural resources and environment agencies still has limitations and problems, more than 20 thousand records have been resolved in the form of electronic one-stop connection to ensure regulations.
The Bac Giang City Land Registration Office Branch is the earliest unit to implement the transfer of information and determination of financial obligations of land users via electronic form. In the first 6 months of this year alone, the unit has transferred 2,845 forms to transfer records determining financial obligations of households and individuals using land via this form to the tax authority; the tax authority has issued tax notices for 2,622 forms, currently 1,970 forms have transferred information on tax obligations.
Mr. Tran Quang Bao, Director of the Bac Giang City Real Estate Registration Office Branch, said: "Since implementing the online transfer of tax information, the processing time for each file has been shortened from 3-5 days. People only need to complete one set of documents (previously 2 sets), do not have to go back and forth many times, and can still fulfill their tax obligations according to regulations even at home." It is known that, to facilitate people, the City People's Committee also arranged 2 officers at the one-stop department to support, guide, answer questions, and help individuals and households fulfill their tax obligations electronically.
On July 18, when he came to the one-stop office of Bac Giang City to receive the tax payment notice for the land plot that had just won the auction, Mr. Nguyen Van Tuan, Da Mai ward, excitedly said: “I have come here several times to submit documents to fulfill financial obligations regarding land. Compared to before, the procedures are now more convenient and faster. This time, I sent the documents before the deadline and already received the tax payment notice; if you have an account, you only need to do a few operations on your phone and you will be done, you don’t have to go to the bank to wait to pay like before.”
Actively remove obstacles and improve coordination efficiency
The electronic transfer of information to determine the financial obligations of households and individuals on land between the Department of Natural Resources and Environment and the Provincial Tax Department has clearly demonstrated its advantages. That is, the time for processing records is shortened; administrative procedures are improved from paper records to electronic submission, thereby saving time and costs; the responsibility of agencies in receiving and processing records is more transparent, thereby promoting electronic payments, creating convenience for people when carrying out administrative procedures in the land sector, contributing to accelerating the progress of digital transformation in the province.
However, the process of implementing online tax interconnection is still limited, such as: Compatibility between the two applications of the tax authority and the Department of Natural Resources and Environment is sometimes not synchronized. For example, the files integrating procedures for both inheritance and granting of increased area have not been converted to electronic form, still have to receive paper files; equipment is still lacking (A3 scanner), old computer systems with low configuration affect software operation.
The staff who receive and return results are under great pressure because they have to both receive and scan documents while the volume of documents is large. In addition, the coordination between the branches of the Land Registration Office and the regional tax offices is sometimes not smooth, so the number of documents sent back for additional information is still high, and the number of overdue documents is still there.

Mr. Phi Thanh Binh, Deputy Director of the Department of Natural Resources and Environment informed: "To overcome the above situation and improve the effectiveness of the electronic tax coordination regulations, during the implementation process, the Department of Natural Resources and Environment and the Provincial Tax Department regularly maintain meetings to review, draw experiences, and evaluate and clarify the existing problems, difficulties, and obstacles in implementing tax coordination online, thereby unifying solutions and measures to overcome and improve the effectiveness of the coordination regulations".
In the immediate future, the two units agreed to focus on synchronizing the management software application between the two sides; adding necessary modern equipment to meet the requirements of electronic interconnection; directing relevant departments to strengthen the review and careful inspection of input documents for accuracy; standardizing tax declaration forms, publicly posting them and providing detailed declaration instructions; increasing human resources for units to ensure the performance of tasks; adding the function of responding to text messages when there is a tax notice... to facilitate citizens to avoid having to travel a lot when fulfilling financial obligations regarding land.

From July 1, 2023, the issuance of Business Registration Certificates will be carried out through the Business Registration and Tax Registration Interconnection System. Accordingly, the business household founder only needs to submit one set of documents and receive the results of administrative procedure settlement at a single administrative agency, the district-level business registration agency.
