Hearing that a mobile team from Hai Van ward was coming to the village to handle administrative procedures, Ms. Dinh Thi Tin (Ta Lang residential group) was present early at the communal house, lining up to wait for her turn to do level 2 electronic identification procedures.
Ms. Tin happily said: “I am old and not familiar with technology, so it is difficult to do it myself. The ward People's Committee is far from my house, making it difficult to travel. Now that I am supported by young people right in the village, I am very excited.”
To support people in remote areas, Hai Van Ward Youth Union coordinated with the Department of Culture - Society and Hai Van Ward Public Administration Service Center to deploy “1+20” model with more than 50 members.
Before participating, volunteers are trained in the following contents: basic knowledge of common administrative procedures, skills in using the online public service portal, communication and behavior with people, electronic tax payment skills and digital signature registration.
According to the model, volunteers and specialized civil servants periodically set up mobile tables in villages and residential groups far from the center to support people in handling administrative procedures. In parallel, union members and youth also "go to every alley, knock on every door", each volunteer is responsible for supporting about 20 households.
Recently, the model was deployed at the Ta Lang residential group, people were supported in resolving policies for meritorious people, monthly social security, land procedures, reviewing and updating health insurance according to citizen identification, and at the same time, solving problems in the process of implementing 2-level government for people in Ta Lang and Gian Bi residential groups.
In the coming time, the volunteer team will provide direct support at home for 1,350 households in villages of Hoa Bac commune (old), focusing on Co Tu households, helping people gradually access and proficiently use online public services.

In Tay Giang commune, in addition to deploying a volunteer team at the Public Administration Service Center, the Commune Youth Union also established volunteer teams in villages to support people in activating level 2 electronic identification and submitting basic administrative procedures directly on their smartphones, with a frequency of 2-3 times/month. Currently, the core force has 38 members participating.
Secretary of the Tay Giang Commune Youth Union, Alang Crom, said: “There are villages 40-50km from the commune center, where roads are difficult to travel, while people are not yet familiar with technology, so access to online public services is still limited. Therefore, the model of “knocking on every house, checking every village” has initially shown practical effectiveness.”
In the coming time, the Commune Youth Union will continue to coordinate with the Community Digital Transformation Team to accompany and help Tay Giang people access public services more conveniently. In addition, the locality has established 5 permanent support teams at the Public Administration Service Center, each team has about 10 people, rotating from Monday to Friday every week to promptly support people.
After the merger, La De commune has a large area, many villages are far from the center, and the roads are difficult to travel, so people encounter obstacles when carrying out administrative procedures. To overcome this, the commune Youth Union established a volunteer team to go directly to the grassroots level to support people in getting acquainted with online public services.
According to the Secretary of the La Dee Zo Ram Hai Commune Youth Union, some villages have been equipped with computers and internet access. In the coming time, the Commune Youth Union will coordinate with the Commune Public Administration Service Center to organize training for the commune officials. This will be the core force to help popularize digital skills, support people to access and effectively use online public services with the goal that each family has at least one person proficient in using smartphones to perform online public services such as: registering administrative documents, health declaration, paying social insurance, paying electronic taxes, making cashless payments or registering digital signatures.
