That is the emphasis of the Hanoi Department of Education and Training in the announcement on proactively responding to heavy rain caused by storm No. 11 (Matmo).

According to the Prime Minister's Official Dispatch 188/CD-TTg dated October 6, 2025 and the weather forecast at 2:00 p.m. the same day, storm No. 11 (Matmo) has weakened into a low-pressure area. However, from the afternoon of October 6 to the afternoon of October 7, the circulation after the storm continues to cause moderate rain, heavy rain, and in some places very heavy rain with thunderstorms in Hanoi , with common rainfall of 40-70mm, and in some places over 100mm. During the storm, there may be whirlwinds, lightning, strong gusts of wind, causing localized flooding, fallen trees, traffic jams and travel hazards.

To ensure the safety of students, teachers and school facilities, the Hanoi Department of Education and Training recommends that school principals proactively decide on appropriate teaching and learning methods (in-person, online or adjusted timetables) based on weather conditions, facilities and traffic safety conditions; ensuring absolute safety for students, staff, teachers and employees.

In addition, the Department requires schools to continue monitoring weather developments; review and clear drainage systems, schoolyards, cafeterias, and boarding areas. At the same time, arrange staff to be on duty, regularly update and promptly report on rain and flooding affecting teaching and learning activities (if any) to the Department's Department of Politics , Ideology and Students.

Previously, on the morning of October 6, the Hanoi Department of Education and Training issued an urgent dispatch, requesting schools to closely monitor weather developments, proactively and flexibly adjust teaching and learning plans, and ensure absolute safety for students.

If students come to class, the school must arrange, organize management and teaching appropriately, both flexibly and safely for both students and teachers. After the Department's document, many kindergartens in the area have announced to welcome students to school.
