All kinds of delays

The DH7 road and bridge project across Vinh Dien river (this is a section of the northern belt road of Quang Nam ) has a total investment of 228 billion VND, the total length of the project (including the bridge) is more than 2.31km.

According to plan, this project must be completed by 2023, but until now it is still "on hold" due to land clearance problems.

Mr. Nguyen Xuan Ha - Vice Chairman of Dien Ban Town People's Committee informed that the area of ​​cleared land handed over for construction has only reached about 86%. Currently, there are about 300m of the first section of the route that cannot be cleared.

The bridge and access road project to DH14.DB (phase 1) has a total investment of more than 145.7 billion VND, the initial project implementation period was 15 months (2017 - 2019), then extended to 2021 but until now it has not been able to reach the finish line even though 95% of the volume has been completed.

According to the People's Committee of Dien Ban town, the construction of the approach road at pier M1 to complete the project has encountered many obstacles. The DH14 bridge section has been constructed 8m above ground level while the length of the connecting section is only 12m, so it cannot meet the construction requirements. In addition, even if the construction is successful, it will not be effective because another traffic project to connect from DT608 to the DH14 bridge section has been stopped.

The Quang Nam Northern Belt Road Project has a total investment of 498 billion VND; of which the central budget is 398 billion VND and the provincial budget is 100 billion VND. The project is scheduled to be completed in September 2026, but there has been little movement in the 2022 - 2024 period. To date, only 33% of the construction site has been handed over.

The joint venture contractor said that currently, commercial quarries in the province have expired their mining licenses, so the scarcity of earth and sand materials is also the reason for the project's delay.

Even the 1.3km section connecting DH12 to Quang Da bridge, which the province is requesting to be completed before March 29, 2025, to serve the technical traffic opening of Quang Da bridge to celebrate the 50th anniversary of the liberation of the two localities of Quang Nam - Da Nang, is also struggling to manage.

Mr. Nguyen Hung - Deputy Director of the Department of Finance said that the medium-term public investment capital for the northern belt road project in Quang Nam is being fully invested by 2025.

Of which, there is about 317 billion VND of central capital. If this amount is not "spent" this year, the central government will cut off the capital and not re-allocate it. At that time, the burden will fall on the provincial budget.

Need a new approach with specific responsibilities

At a recent meeting with provincial leaders, Mr. Nguyen Hung proposed to extend the progress of the DH7 road and bridge project across the Vinh Dien River. "This project has a basis for an extension, the medium-term capital for this project in 2025 is about 37.5 billion VND. If the extension is granted, the department will complete the procedures to arrange capital to continue implementing the project" - Mr. Hung said.

Meanwhile, the relevant parties agreed to propose only extending the time for the construction unit to complete the DH14 bridge and then stop and finalize the project of the bridge and the access road to the DH14.DB road (phase 1). The investment in building the access road at pier M1 of the project of the bridge and the access road to the DH14DB road has been determined to be unfeasible. The completion of this route will be carried out by another project.

Dien Ban Town People's Committee proposed that the province support investment in the project to upgrade and expand DT608 road (including the section of 39 households at Lai Nghi intersection and the section from the end of Hoang Dieu street to DH14 bridge abutment) to ensure the effectiveness of investment in the bridge project and the access road to DH14 road.

Mr. Nguyen Minh Hieu - Acting Chairman of Dien Ban Town People's Committee said: "Currently, Dien Ban has agreed on a plan to borrow nearly 100 billion VND from the Quang Nam Development Investment Fund to speed up the progress of some resettlement areas related to the above-mentioned slow-progressing projects."

Alternate member of the Party Central Committee - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet agreed that for any project that has enough basis to extend the progress, the provincial agencies must urgently support the procedures to complete it soon; at the same time, he requested Dien Ban to urgently focus on site clearance and build the capital disbursement schedule of the northern belt road project of Quang Nam.

“If the central budget for the northern Quang Nam beltway project cannot be fully disbursed in 2025, the responsibility lies with the Standing Committee of Dien Ban City Party Committee. For the two projects of road and bridge DH7 across Vinh Dien river, the bridge and access road project to road DH14.DB (phase 1), there must be someone responsible for the slow progress; at the same time, there must be someone responsible for directing and resolving the upcoming progress to complete and promote the effectiveness” - Comrade Luong Nguyen Minh Triet emphasized.

The Provincial Party Secretary also said that in order to have real movement with the above-mentioned slow-progressing projects, Dien Ban must prioritize reorganizing the department in charge of site clearance and land exploitation.

“If the force directly doing this work is not of sufficient quantity and quality, it will be difficult to make a breakthrough in the progress of the projects. The spirit of the upcoming work is that the work is special, so the way of doing it must be special, the policy must be special to meet the requirements” - Secretary of the Provincial Party Committee Luong Nguyen Minh Triet said.
