Difficulties in site clearance for DH12 road project.PN: Chien Dan comes up with a plan to protect construction

In order to ensure the construction progress before the rainy season and to finish the project in 2025, the People's Committee of Chien Dan commune is urgently coordinating with the city's professional departments to remove the remaining obstacles in the DH12.PN road project. In particular, the locality plans to deploy construction protection on October 4, 2025.

Land congestion because of... 1 household

The DH12.PN road project was approved by the People's Committee of the former Quang Nam province in Decision No. 471 dated February 8, 2021 (section from DT615 to National Highway 40B) with a length of 7.34km; with a total investment of 110 billion VND. Project implementation period 2021 - 2025. Up to now, the construction of two prestressed girder bridges, Truong Chi bridge, Tay Yen bridge and technical items within the area of ​​​​4.8km of handed over land, pouring cement concrete on 3.6km of the project's road surface.

Reporting to the City People's Committee about the difficulties in site clearance for the project, the People's Committee of Chien Dan commune said that the affected household of Mr. Ho Quang Hoang (Khanh Thinh village) has not yet agreed to hand over the site.

Previously, Mr. Hoang's household was approved by the People's Committee of Phu Ninh district (old) to recover land in Decision No. 2086 dated July 8, 2024; approved the compensation and support plan in Decision No. 2062 dated July 5, 2024 and Decision No. 2306 dated July 13, 2024 with a total amount of more than 91 million VND (3 plots of land).

On October 2, 2024, Mr. Ho Quang Hoang's household received the entire amount and signed a commitment to hand over the site (including compensation for land, trees, crops, support for graves, training support, career conversion and job search).

However, when the construction unit implemented the project, his household obstructed it; with the reason of requesting compensation for land plot No. 18, map sheet No. 4, area ^403.6m2 . This area belongs to the 5% land type managed by the People's Committee of Chien Dan commune.

On April 29, 2025, at the meeting hall of the People's Committee of Tam Thai commune (old), representatives of the People's Committee of Phu Ninh district and related agencies invited Mr. Ho Quang Hoang's family to work, asking his family to cut down trees and hand over the land to the state for project construction. But his family has not yet agreed to hand over the land.

Will protect project construction

Mr. Le Van Ninh, Chairman of the People's Committee of Chien Dan Commune, said that on August 30, 2025, the People's Committee of Chien Dan Commune invited Mr. Ho Quang Hoang's household to receive support money for the public land area managed by the People's Committee of the Commune. Accordingly, the support amount was more than 2.7 million VND, but Mr. Hoang did not receive the money.

On September 11, 2025, the People's Committee of Chien Dan commune announced for the last time about receiving support money for public land, but his household did not receive the money and did not agree to sign the working minutes. Mr. Hoang requested compensation for the above land plot.

On September 15, 2025, the Chairman of the People's Committee of Chien Dan commune held a dialogue with Mr. Ho Quang Hoang on resolving existing problems in compensation, site clearance, and resettlement of DH12.PN road.

At the meeting, Mr. Hoang still did not agree to receive the money and hand over the site. The Commune People's Committee requested Mr. Hoang's household to hand over the site before September 25, 2025. After that time, if the household still does not comply, the Commune People's Committee will implement measures to protect the project construction according to regulations.

“The Phu Ninh Area Construction Investment Project Management Board has sent a dispatch requesting the People's Committee of Chien Dan Commune to deploy measures to protect the construction of the project section passing through Mr. Hoang's land. The local government agreed on October 4, 2025 to deploy measures to protect the construction of the project according to regulations. Because this is a key project, if it is prolonged and unfinished, it will affect other arising issues, creating public opinion and a bad precedent in the implementation of political tasks in the locality. Meanwhile, legal documents related to site clearance and land recovery are guaranteed to be in accordance with regulations,” said Mr. Ninh.

According to the Phu Ninh Area Investment and Construction Project Management Board, the section passing through Mr. Ho Quang Hoang's garden is the gateway and bottleneck of the project. If the site is not handed over, it will be very difficult to transport equipment, supplies, and materials to serve the construction of the sections that have been handed over. This is a completely new route without any public service roads or temporary roads to serve the construction, so it has affected the construction progress of the project.
