The 6th session of the 15th National Assembly takes place from October 23 to November 28, 2023, with a total working time of 22 days, conducted in 2 phases: Phase 1: from October 23 to November 10, 2023; Phase 2: from November 20 to 28, 2023. The 6th session is held in the form of a centralized meeting at the National Assembly House, Hanoi Capital.
At this session, the National Assembly will consider and pass 9 draft laws including: Land Law (amended); Real Estate Business Law (amended); Housing Law (amended); Water Resources Law (amended); Telecommunications Law (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Citizen Identification Law (amended); Law on Credit Institutions (amended).
The National Assembly will also consider and approve a draft resolution: Resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.
Regarding the Land Law (amended), according to the Office of the National Assembly, at the 5th Session, the National Assembly discussed and commented on the revised Land Law project based on the opinions of National Assembly deputies at the 4th Session and the People's opinions. Based on the review opinions of the Economic Committee, the Ethnic Council and other Committees of the National Assembly, and the opinions of National Assembly deputies, the Standing Committee of the National Assembly directed the agency in charge of the review, the drafting agency and relevant agencies to study, absorb and revise the draft Law. On August 25, 2023, the Standing Committee of the National Assembly commented on the draft Law at the 25th Session.
Implementing the conclusions of the Standing Committee of the National Assembly, the Standing Committee of the Economic Committee coordinated with the Standing Committee of the Law Committee, the Ministry of Natural Resources and Environment and other agencies to continue reviewing and perfecting the draft Law. On August 31, 2023, the draft Law was reported and consulted at the Conference of full-time National Assembly Deputies. On September 29, 2023, the Standing Committee of the National Assembly gave comments on the draft Law that was received and revised at the 26th Session. After the session, the Standing Committee of the Economic Committee coordinated with the Standing Committee of the Law Committee, the Ministry of Natural Resources and Environment, the Ministry of Justice and other agencies and organizations to continue perfecting the draft Law dossier. The draft Law after being received and revised consists of 16 chapters and 265 articles (04 articles removed, 06 articles added compared to the draft Law submitted to the National Assembly at the 5th Session).
Regarding the Law on Water Resources (amended), at the 5th Session, the National Assembly discussed in the Group and Hall the draft Law on Water Resources (amended). The majority of the opinions of the National Assembly Deputies agreed on the necessity of promulgating the Law on Water Resources (amended) and basically agreed with many contents of the draft Law. Immediately after the Session, implementing the direction of the National Assembly Standing Committee, the Standing Committee of the Science, Technology and Environment presided over and coordinated with the drafting agency, the Standing Committee of the Law Committee and relevant agencies to study, absorb and revise the draft Law; refer to international experience; organize a workshop to collect comments on the draft Law after it was absorbed and revised according to the opinions of the National Assembly Deputies at the 5th Session. At the 25th Session, the National Assembly Standing Committee gave opinions on a number of major issues in absorbing and revising the draft Law; The Standing Committee of the National Assembly has directed the Standing Committee of the Science, Technology and Environment Committee to coordinate with the drafting agency and relevant agencies to study and absorb opinions at the meeting, and revise the draft Law to be submitted to the Conference of specialized National Assembly deputies on August 28, 2023. The draft Law on Water Resources (amended) submitted to the National Assembly for approval includes 10 chapters and 86 articles.
Also at the 6th session, the National Assembly will review and comment on 8 draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction.
The National Assembly will also consider and comment on issues related to socio-economic issues, the State budget, supervision and many other important issues.
