The plan was issued to promptly, synchronously and effectively implement Resolution No. 24/2025/NQ-HDND dated July 10, 2025 of the City People's Council on regulations on the organization and operation of the Cultural Industry Center. Create a legal corridor, mechanisms and policies for the establishment, organization, operation and supervision of the activities of the Cultural Industry Center. Promote the development of cultural industries; build Hanoi Capital into a creative center, a cultural center of the region and the world; contribute to economic growth and improve the spiritual life of the people.

The goal for 2025 is to complete the approval of project documents and form 1-2 existing cultural industry development centers with available advantages and potential in terms of location, cultural space, and heritage resources. In 2026, implement priority investment projects to develop infrastructure, landscape, conditions for business culture, security, order, food safety and hygiene, fire prevention and fighting, and environmental protection at the Cultural Industry Center; Form 2-3 specialized and multi-disciplinary Cultural Industry Centers, focusing on developing cultural industry in advantageous fields. In 2030, form 10 Cultural Industry Centers according to the provisions of the Capital Law and Resolution No. 24/2025/NQ-HDND, representing each region, connecting to form a network of Cultural Industry Centers in the Capital. Vision to 2045: build new and form a modern cultural industrial center of the capital on the river banks and floating beaches of the Red River; the network of cultural industrial centers will develop strongly, forming a cultural industrial ecosystem connected by common digital platforms, becoming a resource to promote the development of the capital's cultural industry.
The implementation contents include: Propagating and promoting the formation of Cultural Industry Centers in the City; Training and fostering quality human resources in cultural industries; Establishing Cultural Industry Centers to ensure the conditions and regulations in Article 7 of Resolution 24/2025/NQ-HDND dated July 10, 2025 of the City People's Council.
Tasks and solutions to support and implement the organization of activities of cultural industrial centers such as: Prioritizing planning and land allocation; prioritizing capital allocation for investment in construction, renovation, repair, and upgrading of infrastructure in the Cultural Industrial Center and surrounding areas; Prioritizing and supporting resources for the formation of cultural complexes, encouraging the operation of digital technology and smart solutions at Cultural Industrial Centers; Prioritizing the organization of cultural, artistic, and sports events at Cultural Industrial Centers, etc.
Inspect, examine and report the results of the activities of the Cultural Industry Center: Inspect, handle violations, resolve complaints and denunciations about the organization and operation of the Cultural Industry Center; Inspect and supervise the management and operation of the Cultural Industry Center; Organize periodic fire prevention and fighting training and drills for units and businesses in the Cultural Industry Center...
The City People's Committee assigned the Department of Culture and Sports as the standing body of the City's Appraisal Council to monitor, urge, and inspect the implementation of the Plan. Regularly review, evaluate, synthesize, and propose quarterly/six-monthly/yearly. Develop programs, plans, and implement measures to support and manage the Cultural Industry Center to operate effectively. Guide and facilitate the implementation of administrative procedures and licensing of events and cultural activities in the Cultural Industry Center.
The City People's Committee requires ensuring feasibility and suitability with reality; harmony between conservation and development; promoting the potential, strengths, and traditional cultural values of the Capital; ensuring cultural diversity and equality; balancing cultural elements with trade and services in the activities of the Cultural Industry Center.
