Today, I and the Central Party delegates are very happy and excited to attend the 1st Congress of the An Giang Provincial Party Committee, established on the basis of merging the An Giang Provincial Party Committee and the Kien Giang Provincial Party Committee. An Giang is a locality with a long history, rich in patriotic and revolutionary traditions...., the homeland of President Ton Duc Thang, a staunch communist, exemplary leader, close comrade in arms of beloved President Ho Chi Minh, a loyal soldier of the international communist and workers' movement. The people of An Giang are brave and steadfast in the resistance war, industrious and creative in labor, making great contributions to the cause of national liberation, building and defending the Fatherland.

After the merger, the socio-economic development space will be expanded, human resources will be abundant, industry will be strongly developed, transport infrastructure will be synchronized, tourism potential and marine economy will develop rapidly, creating conditions for An Giang to develop comprehensively with the whole country, entering a new era, an era of national growth.

Implementing Directive No. 45 dated April 14, 2025 of the Politburo, the An Giang Provincial Party Committee has actively deployed and successfully led the Party Congresses at all levels; at the same time, it has proactively prepared the contents of the 1st Congress of the Provincial Party Committee. The Politburo listened to the Standing Committee of the An Giang Provincial Party Committee report on the preparation work and gave specific instructions to complete the draft documents to be submitted to the Congress.

The political report of the Provincial Party Executive Committee presented at the Congress demonstrated the spirit of solidarity, democracy, discipline, creativity, and development, objectively and comprehensively reflecting the results of leadership in implementing the Resolution of the Party Congress of An Giang and Kien Giang provinces, term 2020 - 2025; forecasting the situation; setting out goals, key tasks, development breakthroughs and main leadership policies and solutions for the term 2025 - 2030, meeting the requirements of construction and development in the new situation.

In the past term, in the context of the complicated and unstable world and regional situation, with more challenges than advantages, natural disasters, armed conflicts, trade wars... For An Giang: In general, the socio-economic infrastructure, especially transport infrastructure, has not yet met development requirements; low technology level, small-scale production, limited financial capacity; lack of high-quality human resources, especially in the field of marine economy, high population density; An Giang is also a locality that is easily affected by non-traditional security threats... However, the Party Committee, army and people of the two provinces of An Giang and Kien Giang have made efforts to overcome difficulties, unite with high determination, grasp opportunities, proactively and creatively lead, manage and deploy with focus, key points, breakthroughs in socio-economic development, comprehensively completing the goals and targets set out in the Resolution of the Party Congress, term 2020 - 2025, many targets exceeded at a high level, notably:

Firstly, the leadership in socio-economic development has achieved important results, with quite comprehensive development in all fields. The economic scale has expanded, the structure has shifted in the right direction, the average growth rate has reached 6.2%; GRDP per capita has reached 83,560 million VND. Total budget revenue has increased quite well, basically ensuring investment for general development and serving social security. The potentials and advantages of the locality have been promoted more effectively, especially in the fields of high-tech agriculture, processing industry, tourism and border trade, which have received special attention from the two provinces. Kien Giang has promoted the development of the marine economy as an important driving force, with 3/4 of the key industries growing well. Tourism and marine services have developed strongly, with tourists increasing by an average of 15.88%/year, and revenue increasing by 30-50%/year. This issue needs to be studied to orient development for the next term. Aquaculture activities expanded with 4 large-scale projects, seafood exports increased by 10%/year. Maritime transport developed rapidly, coastal infrastructure was invested synchronously, especially the route from the mainland to the islands. An Giang has focused on investing in technical infrastructure to exploit potential, promote the effectiveness of border gates, promote trade and border economic development associated with population stability, ensuring national defense and security.

Second, cultural, social and human development has made much progress, social policies and national target programs have been implemented synchronously, achieving positive results. The poverty reduction rate exceeded the set plan, with an average annual reduction of 1.42% (old An Giang nearly 0.9%, Kien Giang 1.97%). Mobilizing social resources to implement social security issues with many new and effective methods; the cultural and spiritual life of the people has been increasingly improved and enhanced.

Third, local military defense work is consolidated and enhanced; importance is attached to building a strong defense zone in terms of potential, posture and force, in which great importance is attached to building political and spiritual potential, building a solid "people's heart posture"; political security, social order and safety are stable, creating a favorable environment for attracting investment and developing the local economy and society; foreign relations are constantly expanded.

Fourth, the work of Party building and political system building has been strengthened; the Resolution of the 4th Central Committee of the 11th and 12th terms and Conclusion No. 21 of the 13th term on Party building and rectification have been strictly implemented, associated with studying and following Ho Chi Minh's ideology, morality and lifestyle, regulations on exemplary responsibility of cadres and party members, especially those in charge. The work of organization, cadres and internal political protection has been focused on and achieved many results. The work of streamlining the organizational apparatus has been synchronously and effectively led, improving the efficiency, effectiveness and efficiency of the political system's operations according to the resolutions and conclusions of the Central Committee. The province has promptly synthesized and reported to the Central Committee to remove difficulties and obstacles in implementing the 2-level local government; After more than 3 months of operating the apparatus according to the 2-level local government model, ensuring smoothness, efficiency, working capacity, and professional qualifications of the team of cadres, party members, civil servants, and public employees have been improved. The Fourth Industrial Revolution, especially artificial intelligence and the Internet of Things, is developing strongly, deeply affecting all fields. The Asia-Pacific and Indian Ocean regions continue to develop dynamically, but are also the focus of strategic competition between major countries. ASEAN faces many challenges both internally and externally; border tensions, internal tensions in some countries, disputes over sovereignty of territory, seas, islands...

After 40 years of renovation, the country's potential, position and international prestige have been raised. The revolution of streamlining the political system apparatus, together with strategic decisions, is an important foundation for the country to rise up in the new era of development. However, our country will have to face many difficulties and challenges, some of which are more severe; non-traditional security challenges, climate change, natural disasters, and epidemics are increasingly complex and frequent. The cause of protecting independence, sovereignty, unity, and territorial integrity continues to face many challenges. The arrangement of organizations, apparatus, and administrative units at the provincial and communal levels; and the goals and socio-economic development until 2030 pose high demands on each local Party Committee and government in leading and directing the completion of the set goals and targets.

After the merger, An Giang is a province with great advantages in traditional and revolutionary cultural resources; has a particularly important geostrategic position, located on the international shipping route and near many economic centers of the Southeast Asian region; has space for multi-sector and multi-field economic development. Resolution No. 13-NQ/TW, dated April 2, 2022 of the 13th Politburo on socio-economic development orientation, ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045, has identified An Giang as a strong maritime economic center of the country. With the 9 advantages that you have identified in the Political Report, it is also necessary to study and have effective solutions to overcome the 8 challenges mentioned: From the heart, From the mind becomes the strength of a revolutionary.

To achieve the goals and tasks for the 2025 - 2030 term as stated in the Political Report, I propose that the Congress focus on discussing and deciding on the following key points:

Firstly, the Party Committee needs to correctly assess and assess the general situation and context, clearly identify the potential and advantages of the locality, select key tasks and development breakthroughs, to focus on leadership, direction, and create new changes in socio-economic development. I highly appreciate the An Giang Provincial Party Committee's Executive Committee when drafting the Political Report to submit to the Congress for the 2025-2030 term, closely following the major orientations in the draft Political Report to submit to the 14th Congress, on the basis of implementing the Central's strategic breakthroughs, comrades have specifically applied them into 3 development breakthroughs of the province in the coming time.

At the same time, promote institutional reform, improve competitiveness, create a transparent and favorable investment and business environment, promote selective investment attraction, especially industrial projects, high technology, logistics and cultural and ecological tourism, research and development centers for varieties and production of high-tech agricultural, aquatic and medicinal materials; develop border trade economy, effectively promote existing industrial parks and expand new industrial spaces, closely link with large enterprises, FDI, actively participate deeply in the global value chain. With great potential and space, An Giang can completely achieve an economic growth rate of 11% or more.

Second, it is necessary to proactively and actively integrate internationally, especially into the international economy, to attract more resources, enhance the overall strength, and mobilize the potential of the whole society. It is recommended that the province take full advantage of the opportunities of the Fourth Industrial Revolution and the investment shift trend taking place in the world, effectively implement the planning for the period 2021 - 2030, with a vision to 2050; review and calculate resources for development in the right direction; effectively manage and use resources; persevere with higher determination, greater efforts, and more drastic actions so that An Giang can strive to become the economic locomotive of the Mekong Delta.

Third, focus on building the province's socio-economic infrastructure, pay attention to planning and planning management. Invest in developing and completing the road traffic system, especially the Chau Doc - Long Xuyen economic corridor; the border economic corridor; the corridor along Tien River - Hau River... connecting with the Chau Doc - Can Tho - Soc Trang expressway, works connecting coastal roads, expressways, national highways; provincial roads, urban roads, investing in transport connecting localities and building new, upgrading and renovating rural traffic. Complete the inland waterway infrastructure system, maritime and aviation infrastructure; focus on investing in Phu Quoc special economic zone to be bright - green - clean - beautiful, worthy of hosting APEC 2027.

Fourth, focus on ensuring harmony between economic development and solving social problems, constantly improving the material and spiritual life of the people.
