
Accordingly, at 7:00 a.m. on October 20, the upstream water level of Hoa Binh Lake was at 116.84 m, the downstream water level was 8.69 m, the flow to the lake was 3,244 m3/s, and the total flow to the downstream was 964 m3/s.
Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to open 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 11:00 a.m. on October 20.
Hoa Binh Hydropower Company closely monitors the development of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly reports to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control) and relevant agencies as prescribed.
At the same time, the Ministry of Agriculture and Environment issued Document No. 8040/BNNMT-DD to the People's Committees of the provinces and cities of Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, and Ninh Binh on ensuring downstream safety when operating the Hoa Binh Hydropower Reservoir.
To ensure safety for works and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to immediately notify authorities at all levels, people, organizations operating on rivers and riverside; aquaculture facilities, water transport vehicles; ferry terminals; review and ensure safety of works under construction; activities of sand and gravel exploitation, gathering and transfer to know information about flood discharge from Hoa Binh hydropower reservoir to proactively take preventive measures to ensure safety of people and property.
Localities must promptly report and propose solutions to handle unusual situations that may occur during flood discharge to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
