Help businesses "stand firm"

On April 12, 2022, Hai Phong City People's Committee issued Plan No. 95 on supporting small and medium enterprises for the period 2022 - 2025 of the City People's Committee.

Every year, the Department of Finance coordinates to open training courses on business start-up and basic management. The courses are supported from 70 - 100% of the cost according to the state budget mechanism. In 2025, the Department of Finance coordinates with the HPM Entrepreneurship Training Academy to organize 51 courses, each course has 35 students from small and medium enterprises in the city.

Training courses closely follow the needs of businesses, helping businesses update and improve their business management knowledge in the integration period.

Established since 2019, Hoang Giang Trading, Service and Production Company Limited (Hong An Ward, Hai Phong City) has gradually affirmed its position and brand in the mechanical processing market, with its production scale expanding. However, the challenge for businesses when their production scale expands is management activities.

In response to this request, businesses participate in business administration classes (middle management, financial management, production management, business strategy...) organized by the Department of Finance in coordination with the Business Training Academy under the city's small and medium enterprise support program.

Ms. Ngo Thi Thao, Deputy Director of Hoang Giang Trading, Service and Production Company Limited, said that startups and small businesses lack vision, management and financial experience. Most startups and business owners are people who come from a profession or an idea.

For a business with 5-6 people, management is very simple, but when the scale is larger, management activities will be more complicated, forcing business owners to have in-depth specialized knowledge of management in order for the business to develop sustainably.

“Participating in management training courses provides us with systematic knowledge. From there, we have a comprehensive and long-term view of business development. We filter knowledge and choose appropriate applications for our business. Gradually support business owners to manage more systematically and professionally,” said Ms. Thao.

Continued support to improve the quality of human resources

Organizing courses helps businesses improve the quality of human resources and management capacity.

With more than 10 years of experience in the field of training and developing Hai Phong businesses, Mr. Bui Xuan Tien, Director of HPM Business Training Academy, said that in the current period, the world's geopolitical situation has many fluctuations, significantly affecting the business environment as well as the production and business activities of enterprises. Traditional business models are facing fierce competition from online businesses and modern business models deployed by large corporations in localities.

In the context of deep integration and increasingly fierce competition, building a professional management foundation is a vital factor for small and medium enterprises. Therefore, the program supports enterprises to improve their thinking, strategy, operation methods and business methods, as well as improve their essential internal skills. This is considered a strategic step to help enterprises "firmly establish their roots" to grow.

The city currently has more than 40,000 private enterprises in operation, of which more than 90% are small and medium-sized enterprises. "For a small enterprise to maximize its efficiency, it is imperative that business owners and managers equip themselves with management and business tools to accelerate their own development, and then develop the enterprise," said Mr. Bui Xuan Tien.

However, the awareness of the need for training among many business owners in Hai Phong is still limited. The learning movement is not yet vibrant and in-depth, partly due to time and finance, but mostly due to the limited learning mindset of business owners.

Businesses hope the city will continue to pay attention to supporting organizations to build movements and learning cultures for business owners. Organize courses and widely promote them to stimulate the desire to learn and develop of business owners.

In Plan No. 173 dated July 26, 2025 on implementing Resolution No. 138 dated May 16, 2025 of the Government and Action Plan No. 07 of the Standing Committee of the City Party Committee to implement Resolution No. 68 of the Politburo, the City People's Committee assigned 8 tasks on improving the quality of private economic human resources to the city's departments and branches.

Assign the Department of Finance to propose implementing in the city a program to train and foster 10,000 executives by 2030 under the direction of the Prime Minister; develop a training program for leaders of small and medium-sized enterprises in the city; by 2030, train and foster 3,000 executives, focusing on training business leaders in the city's strong fields such as seaports, logistics, shipbuilding, industrial park infrastructure, electronics industry, semiconductors, and high-tech industry.
