Some 10th grade exam papers in Hai Phong 'show signs of abnormality'

In the Inspection Conclusion No. 26/KL-TTr of the Ministry of Education and Training (MOET) on the direction and implementation of the enrollment regulations of the Department of Education and Training of Hai Phong City regarding the grading of the 10th grade entrance exam for the 2024-2025 school year, a number of "limitations, shortcomings, and violations" were pointed out.

Specifically, through checking the probability of some exams graded on June 12 and 13, the Inspectorate of the Ministry of Education and Training found that some examiners did not fully understand the regulations and made mistakes during the grading process.

In table 4 of the exam scoring report, there is no column recording the total score/number of score types, so it is difficult to compare scores when entering them, which can easily lead to risks and errors in the score entry process.

According to the working plan of the examination board on the process of making essay exam papers, in step 2 the process of making papers will include 10 papers for specialized subjects, however when checking the specialized subject exam papers bags, each bag includes 12 papers.

Regarding the essay marking, the inspection results showed that there was a group leader who had not assigned seats to examiners and had not recorded the seating chart on the board according to the regulations of the Department of Education and Training. Some examiners who were marking the first time were still discussing while marking independently.

In particular, there were examiners who did not follow the essay marking process correctly and some exams showed signs of irregularities.

Specifically, when receiving the test bag from the team leader, the examiner did not count the number of tests, the number of pages, and crossed out the blank part of the candidate's test.

There is also the phenomenon that the first examiner writes on the candidate's test paper; the examiner does not sit correctly on the diagram; examiner 1 signs and writes his/her full name on the candidate's test paper; examiner 1 writes the score on the candidate's test paper; examiner 2 does not write the score in the margin but writes on each sentence on the candidate's test paper.

In Literature, examiner 2 did not score the individual answers but only scored the total score for the entire sentence; examiner 1 crossed out the student's mistakes in red pen and directly scored small ideas in the margins on the student's test.

Examiner 2 (the specialized language and geography subject marking group of the Literature and Geography group) does not mark directly on the candidate's test and writes it on the marking sheet. It does not write down the marks for each small idea in the margin of the test right next to the idea to be marked according to regulations, but writes down the component scores.

According to the Inspectorate of the Ministry of Education and Training, the Department of Education and Training of Hai Phong issued a document reporting on the implementation of this content on June 24 according to regulations.

Regarding the multiple-choice test, according to the Inspectorate of the Ministry of Education and Training, the multiple-choice test marking process does not stipulate the use of USB when copying from the scanner to the marking machine. The inspection team has recommended and the marking council has directed not to use USB and to follow the regulations of the Department of Education and Training.

Equipment preparation was not complete according to schedule and plan (4 machines were required, at the time of inspection there were only 2 scanners and 1 secretary machine, at the time of inspection there was no processing and scoring machine); no handover of equipment; no equipment inspection process.

Regarding this content, the inspection team of the Ministry of Education and Training has made recommendations and the examination board and the Department of Education and Training of Hai Phong have promptly corrected it.

Request to review exam papers with signs of irregularities

The Inspector of the Ministry of Education and Training said that the above limitations, shortcomings and violations are the responsibility of the examination board, the examination and education quality assessment department, and the Hai Phong Department of Education and Training.

The Ministry of Education and Training's Inspection Team has recommended that the Examination Council and the Department of Education and Training of Hai Phong review the History exams (specialized subject), other subjects, especially the exams showing signs of irregularities, and implement the handling and resolution of the Examination Council, the Department of Education and Training of Hai Phong and the regulations of the Ministry of Education and Training.

Hai Phong Department of Education and Training has reported on the explanation and overcoming of shortcomings and limitations in exam marking and implementation of the delegation's recommendations.

For the People's Committee of Hai Phong City, the Inspection Team requested to review and implement the responsibilities of the City People's Committee according to regulations.

For the Department of Education and Training of Hai Phong, the inspector requested to handle and direct according to authority the cases of violations of regulations by members of the examination board and examiners during the examination marking process (if any).

Direct the drawing of experience from the contents stated in the memorandums, recommendations of the delegation and direct opinions of the delegation when working with the Examination Council, Department of Education and Training and Examination Steering Committee.

The Inspectorate also requested the Department of Education and Training of Hai Phong to supplement the explanation/clarification on the change in the admission plan for specialized schools with the addition of a foreign language exam subject, ensuring feasibility, fairness, and practicality for candidates.

In particular, the Inspectorate of the Ministry of Education and Training recommends that the Department research, review, adjust, and promulgate, under its authority, the working plan of the examination board to ensure that the content is consistent with the directive documents of the Department of Education and Training, the People's Committee of Hai Phong City, and the Ministry of Education and Training.

For the Examination Council, the inspection team requested to research, review, adjust and issue a working plan in accordance with the directives of the Department of Education and Training, Hai Phong City People's Committee and the Ministry of Education and Training.

Review appropriate forms and records in marking. Members of the Examination Board must study seriously, master the marking process and handle unusual situations, and proactively report immediately when there are signs of abnormalities in the exam.
