At the conference, Minister Nguyen Manh Hung asked the leaders of agencies and units in the Ministry to pay attention to the action slogan for 2024 that was agreed upon by the Party Executive Committee and the Ministry's leaders, which is: "Broader - more comprehensive - more practical - better quality - faster". Broader means to see one's work in the overall picture. More comprehensive means to do well all assigned tasks, not to choose the most convenient ones to do and leave other tasks. More practical means to create results, complete that work and create value for the people, for society and for the industry. Better quality means that the work done must be of quality, even excellent, to lead. Faster means to finish the work before the deadline, on time, focusing on the main things to do. Commenting that 2024 has many signs of a breakthrough, the Minister also pointed out that the breakthrough of the Ministry of Information and Communications this year is not through big things but through small things, through specific and simple instructions on basic tasks in each field of the industry so that millions of people can do it.

In order for the central orientations and ideas to enter life and be realized into specific actions at the grassroots level, Minister Nguyen Manh Hung emphasized that the new awareness of "hand-holding" guidance is important. Units of the Ministry of Information and Communications must make annual plans to provide guidance and show the Departments of Information and Communications what to do and how to do it in their management areas, focusing on very basic things. The Minister directed and required units in the Ministry of Information and Communications that any document issued must have an accompanying implementation guide. In addition, heads of units in charge of each field also need to think to point out one or two basic tasks to localities and provide specific, easy-to-understand instructions on how to do it. For example, in the field of digital transformation, it is necessary to point out to the provinces from small to large tasks and provide detailed instructions, only then can digital transformation run. As evidence of the need for simple and easy-to-understand guidance for the grassroots level, the Minister cited the UK's experience when it comes to digital skills. According to them, knowing how to declare to have an account on a digital platform is having basic digital skills. Note that, when drafting decrees and circulars, there must be implementation instructions. The Minister requested that any document issued by the Ministry of Information and Communications must have implementation instructions attached - that is a mandatory requirement. "Instructions to the level of 'hand-holding' on basic tasks for provincial, district and commune levels to do are the work of units within the Ministry of Information and Communications. I request that the leaders of the Departments and Divisions do this with their own staff" , the Minister emphasized. The head of the Information and Communications sector also reminded the leaders of agencies and units within the Ministry to have a big vision and before making decisions about specific work or people, they must directly see and meet, not make decisions on paper. New things need to be piloted on a small scale, and only after seeing the effectiveness can we decide to expand. Building a shared digital platform to support field management It has become a habit at the Ministry of Information and Communications that each state management conference has a number of selected thematic reports presented to provide information, knowledge, share experiences, good lessons, and good practices.

At the first conference of 2024, Director of the Department of Grassroots Information Nguyen Van Tao updated the results of the study on experiences in narrowing the digital gap for the elderly in Korea and Singapore. From the presentation of the Department of Grassroots Information, Minister Nguyen Manh Hung proposed that the Department take on the additional task of presiding over and coordinating with the National Digital Transformation Agency and the Department of Information Security to popularize instructions on basic digital skills and online fraud prevention skills for the elderly and children through the grassroots information system nationwide. Recognizing that the grassroots information system is a strong communication force, especially effective in some urgent matters such as the prevention of the Covid-19 epidemic, the Minister made a broader request that management agencies in fields such as telecommunications, postal services, etc. need to proactively coordinate with the Department of Grassroots Information to communicate through this channel when there is a need to communicate about urgent and hot matters.

From the implementation of two digital platforms to support cyber security incident response activities, Deputy Director of the Vietnam Cyber Security Emergency Response Center (Information Security Department) Le Cong Phu highlighted the need to promote the use of digital tools and technologies to support the professional work of units in the information and communication industry. Pointing out that the way of doing things of the Information Security Department is a lesson that other units in the Ministry can apply, the Minister noted that the important thing is that from the development and provision of a shared digital platform, the unit of the Ministry gathers and grasps the knowledge system of the whole country in the field. To manage the industry and field well, it is necessary to grasp the digital platforms used for the industry and field. Evaluating the thematic reports of units in the Ministry recently as having better quality, the Minister added that the units need to have content that points out a number of things that can be applied feasibly to the industry, the Ministry and the field. Thematic reports are first of all to serve the unit itself, then to provide useful reference information for leaders and businesses in the industry. "Before submitting thematic reports to the Ministry's leaders, units should hold a thematic workshop to disseminate and update the unit's staff and to listen to opinions to contribute to completing the report," the Minister suggested.
