In 2023, Quy Nhon City People's Committee inspected 1,462 cases related to construction order in the area. Thereby, it detected and handled 534 violations. The authorities issued decisions to sanction 219 administrative violations, including: 13 cases of construction without a license; 30 cases of incorrect license content; 107 cases of construction on encroached land; 62 cases of failure to convert land use purposes; 7 cases of construction not in accordance with planning.
Quy Nhon City still has many cases of illegal construction.
To date, 182 violators have paid administrative fines totaling nearly VND3.3 billion and remedied the consequences. In addition, localities in Quy Nhon City have also handled 282 violators according to their authority.
In 2024, Quy Nhon City People's Committee will continue to handle 1,715 cases of land encroachment and illegal construction. Specifically, in January 2024, the general planning map, zoning plan, detailed plan, and construction plan will be reviewed to determine the planning conformity with the location of land encroachment and occupation, as a basis for proposing to consider and propose to allow the existence and grant certificates for cases that are consistent with the general planning and eligible for granting certificates of land use rights.
At the same time, Quy Nhon City also proposed to enforce the demolition of cases of land encroachment and occupation from July 1, 2014 onwards. It is proposed to temporarily allow cases of encroachment but affected projects (not in accordance with the planning) until the State reclaims the land, but must maintain the current status of land use and must declare and register land according to regulations. From May 2024 onwards, cases that are not allowed to exist will be handled and enforced.
