Improving the effectiveness of industrial promotion after implementing the two-level local government model

The two-level local government model creates many advantages for industrial promotion activities and increases regional connectivity, but also raises problems in management, resource allocation and progress assurance.

On the morning of October 20, in Tay Ninh province, the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ) coordinated with the Department of Industry and Trade of Tay Ninh province to organize the Southern Industrial Promotion Conference in 2025.

Speaking at the opening of the conference, Ms. Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion, said that in recent times, industrial promotion continues to be an important policy tool to support businesses and establishments to overcome difficulties, stabilize and develop production and business.

Therefore, the conference was held to discuss and evaluate difficulties and obstacles in the organization of the apparatus and policies for industrial promotion at the local level; strengthen coordination between the central and local levels, promote innovation, energy saving and green economic development; at the same time, share experiences and spread the effectiveness of industrial promotion activities in the region.

According to Mr. Huynh Van Quang Hung, Director of the Department of Industry and Trade of Tay Ninh province, the Southern region is a dynamic economic region with great potential for industrial and service development and is a center connecting production and consumption of goods across the country.

With its position as an international trade gateway, increasingly improved infrastructure and abundant labor resources, localities in the region, including Tay Ninh, are making efforts to exploit advantages and promote rural industry to develop in a green and sustainable direction.

The conference is an opportunity for localities to review the results of industrial promotion activities, share experiences and solutions to support enterprises and rural industrial establishments to overcome difficulties and develop sustainably; helping industrial promotion activities continue to be an important bridge to promote local advantages, promote innovation and improve competitiveness for enterprises in the Southern region.

At the conference, representatives of the Departments of Industry and Trade in the Southern region shared and discussed many issues related to industrial promotion. Accordingly, after the merger of provinces and the operation of two-level local governments, resources were concentrated, helping rural industrial establishments access support effectively, avoiding duplication and dispersion.

The two-tier government model helps shorten the approval and monitoring process and increase the initiative in supporting businesses. However, there are still some problems, such as the difference in development speed between localities in the past, the thin human resources for industrial promotion at the grassroots level and the unsynchronized digital transformation work.

This raises the issue of the need for localities to continue implementing industrial promotion policies associated with rural industrial development planning, strengthening regional linkages, supporting technological and equipment innovation, building digital databases and forming inter-regional industrial promotion networks, promoting green and sustainable production.
