Provincial road 390B has many small, narrow sections.

Increased connectivity

Provincial Road 390B is the route connecting National Highway 5 and Provincial Road 390 with a total length of 13.8 km, starting at the overpass at the intersection in Ai Quoc Ward ( Hai Duong City), passing through Ai Quoc Ward and the communes of Hong Lac, Viet Hong, Cam Che, Thanh Ha town of Thanh Ha District.

The section from km 0 to km 2+800 (through Ai Quoc ward) has been upgraded and put into operation since January 2023. The section from km 2+800 to km 13+800 has a narrow road surface, many sections pass through densely populated residential areas, with a large traffic volume.

According to statistics from the Provincial Traffic Safety Committee Office, in 2023, there were 4 traffic accidents on Highway 390B, killing 3 people and injuring 3 others. Therefore, the expansion and upgrading of Provincial Road 390B is extremely necessary and has important significance in contributing to ensuring safe and convenient traffic, promoting socio -economic development of Thanh Ha district.

On January 27, 2022, Thanh Ha District People's Council issued a Resolution approving the investment policy for the project to upgrade Provincial Road 390B and build a new section to avoid the center of Thanh Ha town. The project is 10.51 km long and located in Hong Lac, Viet Hong, Cam Che communes and Thanh Ha town. Of which, the upgraded section of Provincial Road 390B is 4.93 km long, the upgraded section of Road 390E is 0.99 km long and the construction of the connecting section of Provincial Road 390 at km 26+200 with Provincial Road 390E is 4.59 km long, including the Huong River overpass. The construction scale is a grade III plain road, with a road surface width of 11 m. The total estimated investment is more than 720 billion VND, of which the district budget is more than 360 billion VND and the provincial budget is 360 billion VND. Thanh Ha District assigned the District Construction Investment Project Management Board as the investor.

Provincial Road 390B passing through Hong Lac commune

The Provincial Road 390B Upgrade Project aims to increase inter-regional connectivity, contributing to the completion of Thanh Ha district's traffic infrastructure. At the same time, it promotes economic development, attracts investment, increases the efficiency of management and land use along both sides of the route, reduces traffic congestion, and creates convenience for people and businesses.

This project is both meaningful for internal traffic and for developing external traffic of the district. When completed, the project will connect with the project to renovate and upgrade provincial road 390 from Hop Thanh bridge to Quang Thanh bridge and also be the connecting route from National Highway 5 to the interchange connecting provincial road 390 of Thanh Ha district with the Hanoi - Hai Phong expressway. Currently, the construction of the interchange connecting provincial road 390 of Thanh Ha district with the Hanoi - Hai Phong expressway invested by Kinh Bac Urban Development Corporation - JSC is also being implemented. Not only that, the construction of a new section avoiding the center of Thanh Ha town also reduces traffic pressure for the urban area, creating conditions for expanding the space of Thanh Ha urban center.

Mrs. Bui Thi Hoa's house in Viet Hong commune (Thanh Ha) is located along provincial road 390B. Mrs. Hoa said she had witnessed many traffic accidents on this road, some minor collisions only caused skin abrasions but some serious accidents resulted in deaths. Therefore, when hearing the news of the project to widen provincial road 390B, Mrs. Hoa and the people here were very excited. "I am very excited when the road is widened, bigger and more beautiful, people will travel more safely, and the local economy will also develop," said Mrs. Hoa.

Mr. Nguyen Trong Long, Chairman of the People's Committee of Hong Lac Commune, said that Provincial Road 390B is a vital traffic route, of great significance in the socio-economic development of Hong Lac Commune. With the increase in personal vehicles, the speed of urbanization and socio-economic development, officials and people of Hong Lac Commune all hope that the road will be completed soon to ensure traffic safety and promote local socio-economic development.

Recognizing the importance of the project to upgrade provincial road 390B and build a new section to avoid the center of Thanh Ha town, right from the beginning of implementation, the District Construction Investment Management Board has carried out investment preparation steps urgently, carefully and methodically. "Currently, the project is implementing steps in the design and construction phase, while also carrying out work to serve the site clearance work. During the implementation process, the district has received attention from relevant departments and branches, guiding the organization and implementation of the project to ensure time, quality, and procedures in accordance with the provisions of law", said Mr. Pham Van Trung, Deputy Director of the Thanh Ha District Construction Investment Management Board.

Currently, Thanh Ha District People's Committee has arranged capital for investment preparation work but has not yet had capital to implement the project when it is approved. Meanwhile, the review and balance of district-level budget capital allocation in 2023 is still limited, due to fluctuations in the real estate market and reduced revenue from land exploitation projects. To speed up the project implementation progress and disbursement of public investment capital, the investor requests that departments and branches pay attention and advise the Provincial People's Committee to soon allocate capital to implement the project.
