State Bank directs handling of credit information incidents at CIC

Credit provision activities and IT systems of credit institutions remain safe and stable.

On September 12, the State Bank of Vietnam (SBV) said: Upon receiving a report from the Vietnam Credit Information Center (CIC) about an incident related to credit information at CIC, the SBV promptly directed CIC to urgently report and closely coordinate with competent state agencies to verify and handle the situation, while ensuring CIC's continuous and smooth operations.

CIC is one of four organizations licensed to provide credit information services in Vietnam. Credit information collected by CIC in accordance with the law does not include information on: deposit accounts, deposit balances, savings books, payment accounts, debit card numbers, credit card numbers, security codes (CVV/CVC), and customer payment transaction history. The information technology systems of credit institutions (CIs) operate independently and the service provision activities of CIs are currently being carried out continuously, safely and stably.

The State Bank has regularly directed and required credit institutions to strengthen inspections and ensure strict compliance with legal regulations on security, confidentiality, and safety of information technology systems, and to protect the legitimate rights and interests of customers.

"Customers need to comply with legal regulations and instructions and recommendations of competent authorities on safety and security; follow the regulations, instructions and recommendations of credit institutions to protect their rights and interests, as well as to avoid being taken advantage of by bad guys to spread malware, commit fraud, and appropriate property...", the State Bank recommends.

Previously, on September 11, the Vietnam Cyberspace Emergency Response Center (VNCERT) said that the Department of Cyber Security and High-Tech Crime Prevention and Control had directed VNCERT to preside over and coordinate with enterprises providing network information security services including Viettel , VNPT, NCS, along with CIC and functional units of the State Bank. The parties have synchronously deployed technical and professional measures to respond, verify and ensure network security. At the same time, related data and evidence were also collected for processing in accordance with the law.

Initial verification results show signs of cybercrime attacks and intrusions with the aim of stealing personal data. The amount of data illegally appropriated is still being counted and clarified.

VNCERT requires organizations and individuals to absolutely not download, share, exploit or use the leaked data without permission. Violations will be handled according to the law.

In addition, VNCERT recommends that agencies and businesses, especially financial and banking institutions, proactively review and implement compliance with TCVN 14423:2025 standards on network security for important information systems. People are also advised to be vigilant and avoid the risk of having their personal information exploited to spread malware, scam and misappropriate assets.
