On the morning of September 28, the Border Guard Command of Quang Tri province said that at about 05:45 on the same day, in an area about 1 nautical mile from Cua Viet inlet, two fishing boats with registration numbers BV 4670TS and BV 0042TS/11 workers (departing from Ho Chi Minh City and Ba Ria - Vung Tau ) had an accident while on their way ashore to avoid the storm.

According to initial reports, one ship was sunk by the waves, another was severely damaged, and 11 workers on board were in critical condition. Currently, the waves in the area are very strong, level 5, level 6, with heavy rain, causing many difficulties for rescue work.

Immediately after receiving the information, the Office of the National Civil Defense Steering Committee directed the Border Guard General Staff and Quang Tri Border Guard to urgently deploy rescue forces.

Specifically, at 6:30 a.m., ship CN 09 with 12 officers and soldiers was mobilized to the scene of the rescue. However, due to large waves, the rescue ship has only been able to approach the location about 300m. The Border Guard Stations of Cua Viet, Trieu Van, Con Co and Squadron 2 have been ordered to coordinate, maintain communication and deploy rescue vehicles.

The Quang Tri Provincial Border Guard Command also reported to the Provincial People's Committee to mobilize additional forces and means of support. The Standing Office of the Border Guard Civil Defense Command also requested the Office of the National Civil Defense Steering Committee to direct functional forces to strengthen rescue measures, ensuring the 11 crew members are brought safely ashore before storm No. 10 makes landfall.
