Especially in the Central region from Quang Tri onwards, the area managed by EVNCPC and forecasted to be directly affected by the storm, units must temporarily suspend unnecessary activities, organize 24/7 on-duty shifts, strengthen inspections, clear route corridors, reinforce weak points, proactively develop flood prevention plans at power stations, control the operation of hydroelectric dams and reservoirs, and ensure absolute safety for works, equipment and people.
When a power outage occurs due to a natural disaster, it must be handled quickly, with priority given to restoring power to important loads and disaster prevention works. Absolutely do not turn the power back on without fully checking the safety conditions of the site.
Deputy General Director, Head of the Steering Committee for Disaster Prevention and Control and Search and Rescue of EVNCPC Nguyen Huu Khanh emphasized: "Units must absolutely not be subjective. It is necessary to concentrate highly and urgently deploy all instructions, especially in the Central region from Quang Tri onwards where the storm is forecast to directly affect. We must ensure safety for the power system, for the operating force and for the people."
EVNCPC also requires project management units to review construction sites and closely monitor storm developments to ensure safety for people and equipment. Hydropower operating units must comply with procedures and strictly implement the instructions of local command boards on reservoir regulation. For units affected by natural disasters, it is necessary to update the situation on SMIS software before 6:30, 12:30 and 18:30 every day, and promptly report to EVNCPC's Steering Committee for Natural Disaster Prevention and Control according to regulations.
In Quang Tri, since the afternoon of August 23, the Power Management Teams of PC Quang Tri have coordinated with local authorities to trim trees that are at risk of falling onto power lines and transformer stations. At the same time, units are ready to cut off power in flooded areas and high water areas to ensure safe operation of the grid. The company requires units to increase inspections at vulnerable points, areas at risk of landslides, flooding or easily isolated during heavy rains and floods.
The High Voltage Grid Enterprise is also ready to re-arrange shifts at 110 kV transformer stations. In addition, the units have fully prepared food, drinking water, medicine, vehicles, supplies and spare equipment such as generators, motorboats, fuel... to promptly respond when incidents occur.
PC Quang Tri leaders requested that power units in the area absolutely ensure labor safety for officers and employees when handling incidents during storms. After the storm, units must urgently count and calculate damages, and at the same time deploy the fastest grid restoration plan, ensuring electrical safety for people when power is restored.
