Forecast from September 28 to September 30, the Northern region and from Thanh Hoa to Quang Ngai will have heavy to very heavy rain.

According to the telegram, storm No. 10 is about 190 km southeast of Bac Quang Tri , the strongest wind near the storm center is level 12, gusting to level 15. This is a very fast moving storm, very strong storm intensity, wide range of influence, can cause combined effects of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.

It is forecasted that from September 28 to September 30, the Northern region and from Thanh Hoa to Quang Ngai will have heavy to very heavy rain (Thanh Hoa to Northern Quang Tri will generally have 200-400mm, locally over 600mm; Northern region will generally have 100-300mm, locally over 500mm; from Southern Quang Tri to Quang Ngai will generally have 100-200mm, locally over 300mm). Heavy rain is likely to cause flooding, flash floods and landslides.

Implementing the direction of the Secretariat in Official Dispatch No. 17940-CV-VPTW dated September 28, 2025, Official Dispatch No. 174/CD-TTg dated September 27, 2025 of the Prime Minister on focusing on responding to storm No. 10 and floods, landslides, flash floods, the National Civil Defense Steering Committee requests ministries, branches and People's Committees of provinces and cities in the Northern region and coastal provinces and cities from Thanh Hoa to Quang Ngai:

Closely monitor forecasts and warnings about heavy rain, risks of floods, inundation, flash floods, landslides and provide timely and complete information to local authorities and people for proactive prevention.

Deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of floods, inundation, flash floods, and landslides. Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides.

Organize traffic flow from a distance, limit people from going out on the streets during storms and heavy rains; be ready to deploy forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to handle incidents, ensure smooth traffic on main traffic routes when heavy rains occur.

Organize the evacuation of households in dangerous areas, especially coastal areas, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring a stable life for people; prepare forces, means, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations, especially for areas at risk of being isolated, areas that have suffered heavy damage due to natural disasters in the past. At the same time, proactively arrange forces to guard and patrol to ensure security and order at evacuation sites, not allowing people to return without ensuring safety.

Assign leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated due to floods, landslides, and flash floods; review and deploy backup plans for power supply and telecommunications signals, ensuring smooth communication from villages and hamlets to all levels, without information interruption.

Ministries and branches, according to their functions, state management tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms and floods, and the risk of flash floods and landslides.

The Coastal Information Station System and mass media agencies from central to local levels increase information on developments of storms, floods, risks of flash floods and landslides to authorities at all levels, especially commune levels, and people to proactively prevent and respond.

Localities need to assign central and local hydrometeorological forecasting agencies to closely monitor the developments of storms, floods, risks of flash floods and landslides and provide full, accurate and timely forecast information to competent authorities to serve the direction and response work according to regulations.

Be on duty seriously and regularly report to the National Civil Defense Steering Committee (through the Department of Dike Management and Disaster Prevention - Ministry of Agriculture and Environment).
