People who have completed their prison sentences will have access to policy capital.

The Provincial People's Committee has just issued a plan to implement Decision No. 22/2023/QD-TTg dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences.

This plan will concretize the humane and humanitarian policies of the Party and State, helping people who have completed their prison sentences and production and business establishments employing people who have completed their prison sentences to access loans from the Social Policy Bank. Thereby, creating jobs, stabilizing life, reintegrating into the community, contributing to ensuring security and order, and socio -economic development. At the same time, ensuring the unified and regular leadership and direction of local Party committees and authorities; regular, continuous, close and effective coordination between relevant departments, branches and localities in implementing Decision No. 22 of the Prime Minister.

Agencies under the Provincial People's Committee, People's Committees of districts, towns, cities and the Provincial Fatherland Front and mass organizations, based on their functions, tasks and areas of responsibility, are responsible for organizing the implementation of Decision No. 22 in accordance with the provisions of law, creating favorable conditions for people who have completed their prison sentences to enjoy policies according to regulations. The Provincial Police need to coordinate with the provincial Social Policy Bank branch and relevant agencies to conduct a survey on the loan needs of people who have completed their prison sentences and production and business establishments in 2023 and the following stages. Advise competent authorities to arrange local budget capital sources entrusted through the provincial Social Policy Bank branch to lend capital to people who have completed their prison sentences and production and business establishments that employ people who have completed their prison sentences.

In particular, it is necessary to monitor the implementation of loans and debt collection, check and evaluate the implementation of credit regulations for people who have completed their prison sentences. Timely detect and coordinate the handling of difficulties, obstacles, and cases of taking advantage of policies and regulations for personal gain and violating the law. At the same time, preside over and coordinate the organization of propaganda and dissemination of the content of Decision No. 22 on mass media and other forms suitable to actual conditions...
